This book is an abridgement and translation of Guillermo Lora's five-volume history. It deals with the strengthening and radicalisation of Bolivia's organised labour movement, which culminated in the drastic revolutionary changes of the 1950s. The first half offers a reinterpretation of Bolivian history in the century preceding the revolution, viewed from the perspective of the working class. The second half discusses in more detail the major political events and doctrinal issues of a period in which the author, as secretary of the Trotskyist Partido Obrero Revolucionario, himself frequently played an active part. Despite the radical upheaval that occurred in the fifties and the mobilisation of broad sectors of the population around such radical objectives as direct property seizures, union-nominated ministers and union, military and worker control, the labour movement was unable to maintain its conquests in the 1960s. The concluding chapters describe the period of renewed military repression and the continuing efforts of the labour movement to resist.

"Campaign finance reform has always been motivated by a definition of democracy that does not count corporations as citizens and holds that self-government works best by reducing political inequality. In the early years of the twentieth century, Congress recognized the strength of these principles by prohibiting corporations from making campaign contributions, passing a disclosure law, and setting limits on campaign expenditures. These reforms were not controversial at the time, but conservative opposition to them appeared in the 1970s. That opposition was well represented in the Supreme Court, which has rolled back reform by granting First Amendment rights to corporations and declaring the goal of reducing political inequality to be unconstitutional. Buying the Vote analyzes the rise and decline of campaign finance reform by tracking changes in the way presidential campaigns have been funded since the late nineteenth century, and changes in the debate over how to reform fundraising practices. A close examination of major Supreme Court decisions shows how the Court has fashioned a new and profoundly inegalitarian redefinition of American democracy"--

This book concerns the financing of politics, political parties, candidates and elections in eleven countries. It contains case studies of individual countries, various country-by-country comparisons, and a conceptual framework enabling the reader to understand the context of financial sources and implications of funding sources. All the chapters demonstrate the problems common to democracies seeking to regulate uses and abuses of money in politics in pluralistic societies in which there are numerous openings for political disbursements; many present themes emphasizing forms of public funding (alternatively called state aid in some countries) in which governments assist parties or candidates to subsist and compete. Professor Alexander has assembled a distinguished international team of contributors to present this first major appraisal of such a vital aspect of democratic practice for nearly twenty years.
