À travers l’expérience de Comités de quartier et d’associations dites « de jeunes » à Roubaix, cet ouvrage s’attache à analyser certains des enjeux contemporains liés à la citoyenneté et à la participation. Quelle est la pertinence de l’échelle du quartier pour la mise en œuvre d’un renouvellement démocratique ? La proximité géographique induit-elle nécessairement la proximité politique ? À quelles conditions la participation, notamment à travers l’insertion des citoyens dans un nombre croissant de politiques publiques contractuelles, permet-elle de construire des sens communs ? Comment s’articulent échelles locale et nationale en matière de représentation de la citoyenneté, en particulier pour ceux qui sont (vus comme) d’origine immigrée ? Que signifient pour les citoyens eux-mêmes ces notions de « participation » ou de « démocratie locale » ? Bref que peut nous apprendre aujourd’hui, quant aux limites de certains modèles, l’observation localisée d’engagements publics ?

In The Capitalist World-Economy Immanuel Wallerstein focuses on the two central conflicts of capitalism, bourgeois versus proletarian and core versus periphery, in an attempt to describe both the cyclical rhythms and the secular transformations of capitalism, conceived as a singular world-system. The essays include discussions of the relationship of class and ethnonational consciousness, clarification of the meaning of transition from feudalism to capitalism, the utility of the concept of the semi peripheral state, and the relationship of socialist states to the capitalist world-economy. This book is the first in a three volume collection of Wallerstein's essays. The Politics of World-Economy (1984) elaborates on the role of states, the antisystemic movements and the civilizational project. Geopolitics and Geoculture (1991) analyses both the events leading up to the collapse of the Iron Curtain, and the subsequent process of perestroika in the light of Wallerstein's own interpretations, and the ways in which the renewed concern with culture is a product of the changing world-system.

Il existe un modèle français de discrimination positive qui se déploie essentiellement dans l'ordre socio-économique. Mais, à l'observation des problèmes d'inégalité et d'exclusion qui se pérennisent dans les différents champs de l'intervention sociale - emploi, logement, éducation et quartiers sensibles -, les interrogations sur la validité d'une telle orientation se multiplient. Partant de ce constat, l'auteur examine les potentialités de certaines théories de la justice qui ont fondé les démarches de discrimination positive - celle de John Rawls notamment, complétée par d'autres apports -, à produire des références mobilisables dans le champ des politiques de justice sociale. L'auteur procède à une analyse critique de la théorie de John Rawls, en soulignant le changement radical de perspective opéré par rapport aux pratiques courantes de la justice distributive, y compris en France : l'action en direction des plus défavorisés y est une priorité, un point d'ancrage de l'action publique, articulé au développement d'ensemble du monde économique et social ; et non une contrainte " après coup ", de redistribution des ressources en leur faveur, en isolant l'action sociale de celle portant sur le développement socio-économique général. Portant l'approche de la justice sociale au-delà de sa forme redistributive, l'auteur analyse les contributions de courants de pensée qui se sont situés en opposition, en complément (Amartya Sen), ou en dépassement de la problématique de Rawls. Nancy Fraser, Axel Honneth ou Michael Walzer appréhendent la justice sociale suivant deux composantes : la répartition des statuts sociaux et des biens matériels, d'une part, la reconnaissance de la valeur sociale des personnes et des groupes sociaux, d'autre part. Les analyses sont étayées par des exemples d'application de ces références théoriques à la définition et / ou à l'évaluation des politiques publiques et des politiques sociales en France.

Even in the midst of runaway economic inequality and dangerous social division, it remains an axiom of modern life that meritocracy reigns supreme and promises to open opportunity to all. The idea that reward should follow ability and effort is so entrenched in our psyche that, even as society divides itself at almost every turn, all sides can be heard repeating meritocratic notions. Meritocracy cuts to the heart of who we think we are.But what if, both up and down the social ladder, meritocracy is a sham? Today, meritocracy has become exactly what it was conceived to resist: a mechanism for the concentration and dynastic transmission of wealth and privilege across generations. Upward mobility has become a fantasy, and the embattled middle classes are now more likely to sink into the working poor than to rise into the professional elite.
