Avec l’entrée en vigueur du Traité de Lisbonne, les parlements nationaux des États membres de l’Union ont désormais la possibilité de contrôler les propositions d’actes législatifs de l’Union pour ce qui concerne le respect du principe de subsidiarité. Cette nouvelle compétence représente une réelle opportunité pour les parlements nationaux de s’impliquer davantage dans le suivi du processus législatif européen, mais elle appelle également de nombreuses questions auxquelles il convient de répondre pour éviter qu’elle ne reste lettre morte. En abordant tour à tour le contexte, l’objet, puis la procédure du contrôle du respect du principe de subsidiarité à travers l’expérience des parlements belges, néerlandais et luxembourgeois, l’ouvrage éclaircit la situation et formule des propositions qui devraient mener à un contrôle effectif.
