This book reviews the state of education in Myanmar over the past decade and a half as the country is undergoing profound albeit incomplete transformation. Set within the context of Myanmar's peace process and the wider reforms since 2012, Marie Lall's analysis of education policy and practice serves as a case study on how the reform programme has evolved. Drawing on over 15 years of field research carried out across Myanmar, the book offers a cohesive inquiry into government and non-government education sectors, the reform process, and how the transition has played out across schools, universities and wider society. It casts scrutiny on changes in basic education, the alternative monastic education, higher education and teacher education, and engages with issues of ethnic education and the debate on the role of language and the local curriculum as part of the peace process. In so doing, it gives voice to those most affected by the changing landscape of Myanmar's education and wider reform process: the students and parents of all ethnic backgrounds, teachers, teacher trainees and university staff that are rarely heard. Marie Lall argues that, despite a commitment to greater equality and equity expressed in the Ministry of Education's policy documents, Myanmar has missed a historic opportunity to make use of education reform to engage with deep-seated social injustices. Inequalities persist in the long-term outcomes for poorer sections of society and between the majority Bamars and ethnic nationality communities. This is the portrait of a country constrained by internal tensions and competing international priorities that serve to divert the professed course towards social justice.

L'éducation constitue un instrument puissant au service de la construction d'une nouvelle Russie. Elle peut aider les citoyens à relever les défis liés à la transition vers la démocratie, contribuer à former une main-d'oeuvre ayant les qualités et les compétences requises par le nouveau contexte socio-économique, et permettre de concilier objectifs nationaux et intérêts régionaux. Dans le contexte actuel, caractérisé par des conditions changeantes et incertaines et de sérieuses contraintes financières, les politiques éducatives doivent s'efforcer de promouvoir et d'accompagner l'adaptation et le réaménagement des programmes, de renforcer les atouts manifestes du système actuel et d'encourager l'instauration de partenariats nouveaux et efficaces aux niveaux national, régional et local. Ce rapport décrit les tendances les plus récentes de la politique d'éducation de la Fédération de Russie et présente une analyse des réformes en cours. Tout en approuvant l'orientation générale de la politique actuelle, il attire l'attention sur certains problèmes, ouvre de nouveaux horizons et propose des moyens de consolider les réformes engagées. Il contient des recommandations portant sur les objectifs de l'éducation, l'accès universel et l'égalité des chances, les programmes et l'évaluation, les enseignants et leur formation, la réforme de l'enseignement technique et professionnel dans une économie en mutation, et enfin la gestion, le financement et le rôle des pouvoirs publics.

How can the Netherlands move its school system “from good to great”? This report draws on international experience to look at ways in which the strong Dutch school system might go further still on the path to excellence. Clearly the Dutch school system is one of the best in the OECD, as measured by PISA and PIAAC and is also equitable, with a very low proportion of poor performers. The report therefore proposes an incremental approach to reform, building on strengths while responding to some emerging challenges. The Netherlands should strengthen the quality of early childhood education and care, revisit policies related to early tracking with more objective testing and track decisions, and enhance the permeability of the system. It should develop the professionalism of teachers and school leaders through enhanced collective learning and working, while at the same time strengthening accountability and capacity in school boards. This report will be valuable not only for the Netherlands, but also to the many other education systems looking to raise their performance who are interested in the example of the Netherlands.
