Abstract

sThis book examines the history behind the formulation, implementation, and evaluation of population policies in the more developed, the less developed, and the least developed countries from 1950 until today, as well as their future prospects.  It links population policies with the theories of the demographic, epidemiological, and migratory transitions.  It begins by summarizing the demographic situation around the world, with an emphasis on population policies and their underlying theories.  Then, it reviews the early efforts to reduce mortality and fertility in the developing countries.  This is followed by a description of the internationalization of the debate on population issues and the transformation of these programs into more formal population policies, particularly in the developing countries.  The book reviews also the situation of the developed countries and their specific challenges – sub-replacement fertility, population aging, and immigration – and examines the effectiveness of population policies.  It also explores the way forward and future prospects for population policies over the next decades.  The book provides numerous concrete examples from all over the world, and shows how population policies are actually implemented and what have been their successes as well as their constraints.  Above all, the book highlights the importance of understanding underlying demographic trends when assessing the development prospects of any country. Abstract

Series "Göttinger Schriften zum Medizinrecht" (medicine law), which deals with several important debates in modern medicine such as gene therapy, research with embryonic stem cells, bio databases, living organ donation, and in general the economisation of the health system. Längst sind es nicht mehr nur die klassischen Gebiete des Arzt-Patienten-Verhältnisses, etwa die Reichweite der Aufklärungspflicht oder haftpflichtrechtliche Folgen ärztlicher Behandlungsfehler, die klärungsbedürftige rechtliche und ethische Fragen aufwerfen. Heute stehen gänzlich neue Themen und Dimensionen der modernen Medizin im Fokus: von der Forschung mit embryonalen Stammzellen zur Errichtung von Biodatenbanken, von der Gendiagnostik und Gentherapie über die Gewebespende bis zu der immer stärker spürbaren Ökonomisierung des gesamten Gesundheitswesens. Die rasante Entwicklung weckt nicht nur Hoffnungen, sondern zugleich Ängste, die nach Transparenz und Rechtssicherheit rufen. Die Sachgerechtigkeit der Regeln macht das interdisziplinäre Gespräch zwischen Recht und Medizin unabdingbar; das im WS 2004/05 neu gegründete Göttinger Zentrum für Medizinrecht bietet hierfür in Fortführung einer langen Tradition ein breites Dach. Die neue Reihe der "Göttinger Schriften zum Medizinrecht" schafft ein Forum, um der interessierten Öffentlichkeit die aktuellen Forschungsergebnisse zugänglich zu machen. Der vorliegende erste Band führt die (um weitere Abhandlungen ergänzten) Beiträge anlässlich der Eröffnungsveranstaltung des Zentrums vom November 2006 unter dem Generaltitel "Perspektiven des Medizinrechts" zusammen.

Abstract

At the request of the Kurdistan Regional Government (KRG), RAND researchers undertook a yearlong analysis of the health care system in the Kurdistan Region of Iraq, with a focus on primary care. RAND staff reviewed available literature on the Kurdistan Region and information relevant to primary care; interviewed a wide range of policy leaders, health practitioners, patients, and government officials to gather information and understand their priorities; collected and studied all available data related to health resources, services, and conditions; and projected future supply and demand for health services in the Kurdistan Region; and laid out the health financing challenges and questions. In this volume, the authors describe the strengths of the health care system in the Kurdistan Region as well as the challenges it faces. The authors suggest that a primary care-oriented health care system could help the KRG address many of these challenges. The authors discuss how such a system might be implemented and financed, and they make recommendations for better utilizing resources to improve the quality, access, effectiveness, and efficiency of primary care.--
