Promotion of the Rights of Patients in Europe contains authoritative briefings from members of the drafting group and from leading representatives of various physician, patient and citizens' groups, as well as from the Council of Europe. Patients' rights are placed in the context and perspective of other significant emergent trends and issues: patient education and health education, provider-patient relationships, and social rights and citizen views on health care reforms. The various strategic options for furthering the implementation of patients' rights are formulated, the emphasis being on options which could be selected and adapted to fit the respective contexts of different countries, underlining the different roles of different organizations, including international ones.

L'aide sociale à l'enfance concerne 400 000 enfants, soit environ un million et demi de personnes si, comme il se doit, on inclut les familles. Avec plus de 6,890 millions d'euros de coût annuel, elle est le principal poste de dépense des départements. Plus profondément, sur le plan humain, elle marque toujours durablement les personnes concernées. Le dispositif hérité de l'assistance publique a été considérablement modifié par les lois de décentralisation qui en ont confié la responsabilité aux départements, puis par une multitude de textes comme la convention des droits de l'enfant, les réformes de l'autorité parentale, de l'adoption, de la filiation, de l'accueil familial, de l'assistance éducative… En 2007, la réforme de la protection de l'enfance a défini les objectifs, initié des pratiques nouvelles et en a clarifié le fonctionnement et les articulations avec la protection judiciaire et les autres acteurs du secteur de l'enfance. Depuis, la réforme a été mise en oeuvre : d'autres textes sont venus modifier l'organisation même de l'initiative en matière de création de structures ou encore entériner les changements de fond des rapports humains et par conséquent la place de l'enfant.
