Abstract

Although deregulation is well under way in the transport sector, regular coach services are still largely regulated. Governments see them as potentially competing with rail transport services. However, in countries that have had some experience with deregulation the outcome has clearly been positive (except for local short-distance services). The Round Table began with a review of regular interurban coach services based on case studies in countries which had adopted an original approach. This report shows the industry in a totally new light. One of its main findings is that there is a specific market for customers that have no other means of transport. Opening up this market would benefit the most economically disadvantaged sectors of the population. But that is not the only lesson to be learned from this Round Table.

Alors que la déréglementation est largement à l’oeuvre dans le secteur des transports, les services réguliers de lignes d'autocars demeurent très réglementés. Ces services apparaissent en effet aux yeux des pouvoirs publics comme un concurrent potentiel des chemins de fer. Pourtant, dans les pays où une déréglementation des services d'autocars a été tentée, le bilan est incontestablement positif (sauf pour les transports locaux à courte distance).La Table Ronde a cherché à faire le point sur les services réguliers interurbains par autocars à partir d’exemples de pays qui ont suivi des approches originales. Cette publication permet de voir ce type d'activité sous un jour entièrement nouveau. Il en ressort notamment que le transport de lignes par autocars constitue un marché spécifique pour une clientèle qui ne dispose pas de moyens de transport alternatifs. Ouvrir ce marché bénéficierait aux populations les plus défavorisées. Mais ce n’est pas la seule leçon de cette Table Ronde.
