Mit dem Krieg in der Ukraine, einer der weltweit wichtigsten Kornkammern, sind auch in Nordafrika Millionen Menschen in ihrer Existenz gefährdet. Die Region ist der größte Weizenimporteur der Welt. Kriegsbedingte Produktionseinbrüche übersetzen sich unmittelbar in Knappheit, Preissteigerungen und Hungersnöte.Die Beiträger*innen zeigen die Rolle von Westeuropa, den USA, Russland und der Ukraine beim internationalen Getreidehandel auf und analysieren das verdeckte Marktgeschehen: Getreidelogistiker*innen, Investmentbanken sowie Hochfrequenzhändler und ihre Algorithmen dominieren den Handel mit Agrarrohstoffen. Während die Preise für viele unerschwinglich werden, nehmen die Ungewissheiten zu.

Abstract

Land Grabbing, die Industrialisierung der Landwirtschaft und damit einhergehende Konflikte um Land nehmen seit Mitte der 2000er Jahre stetig zu. Lohnarbeiter*innen sind zentrale Akteure in diesem Kontext, finden in der wissenschaftlichen und entwicklungspolitischen Debatte jedoch kaum Beachtung. Jan Brunner nimmt sich dieser Leerstelle an und erforscht die Auswirkungen agrarindustrieller Transformationen auf Lohnarbeiter*innen im Bundesstaat Sao Paulo (Brasilien). Aus arbeitssoziologischer und klassentheoretischer Perspektive analysiert er, wie sich Arbeitsverhältnisse sowie Arbeitskämpfe verändern und welche Herausforderungen, aber auch Chancen sich dadurch für den organisierten Arbeitskampf ergeben.

Abstract

This paper studies nonmarket institutions that facilitate exports. In Malawi, as in many other developing countries, farmers face numerous constraints that disconnect them from export markets. The paper explores the role of a local institution, the burley tobacco clubs, in bridging smallholders to exports. Burley clubs potentially enable farmers to increase their tobacco farming productivity by providing services related to institutional access, collective action, economies of scale, and supporting network. Using matching methods and instrumental variable techniques, the authors find that tobacco club membership causes an increase of between 40-74 percent in output per acre and an increase of between 45-89 percent in tobacco sales per acre. Instead, neither the land share allocated to tobacco nor the unit value obtained by the producers is affected by club membership.

Abstract

This paper analyzes and compares the structure of cotton by-products industries in se-lected countries (Uganda, Tanzania, Benin, and Burkina Faso) in the context of the global vegetable oil market. It reaches several conclusions. First, because the markets for various edible oils are highly integrated with each other, examination of each oil market should be done in conjunction with all other (relevant) edible oil markets. Second, the recent surge in demand for commodities used as feedstocks for biofuels is unlikely to become a new source of growth for the cotton oil market. Third, within the context of deepening the on-going reform efforts in West and Central African countries, cotton by-products should be taken into consideration, both in terms of the cotton price setting mechanism and the size of the organization of the cotton by-products industry. Fourth, trade policies including export bans or import tariffs to protect the domestic crushing industries, and policies that favor crude over refined oils, should be rationalized. Fifth, large cottonseed processing operations using advanced technology, while efficient from a technological perspective, tend not to be economically profitable in the African context. Last, research efforts for new cotton varieties should consider the value of by-products, not just lint.
