"This paper analyzes changes in the allocation of child labor within the household in reaction to exogenous shocks created by a social program in Nicaragua. The paper shows that households that randomly received a conditional cash transfer compensated for some of the intra-household differences, as they reduced child labor more for older boys who used to work more and for boys who were further behind in school. The results also show that households that randomly received a productive investment grant, in addition to the basic conditional cash transfer benefits, both targeted at women, show an increased specialization of older girls in nonagricultural and domestic work, but no overall increase in girls' child labor. The findings suggest that time allocation and specialization patterns in child labor within the household are important factors to understand the impact of a social program. "--World Bank web site.

"A variety of theories of skill formation suggest that investments in schooling and other dimensions of human capital will have lower returns if children do not have adequate levels of cognitive and social skills at an early age. This paper analyzes the impact of a randomized cash transfer program on cognitive development in early childhood in rural Nicaragua. It shows that the program had significant effects on cognitive outcomes, especially language. Impacts are larger for older pre-school age children, who are also more likely to be delayed. The program increased intake of nutrient-rich foods, early stimulation, and use of preventive health care-all of which have been identified as risk factors for development in early childhood. Households increased expenditures on these inputs more than can be accounted for by the increases in cash income only, suggesting that the program changed parents' behavior. The findings suggest that gains in early childhood development outcomes should be taken into account when assessing the benefits of cash transfer programs in developing countries. More broadly, the paper illustrates that gains in early childhood development can result from interventions that facilitate investments made by parents to reduce risk factors for cognitive development. "Latin America underwent two major transformations during the 2000s: the widespread election of left-leaning presidents (the so-called left turn) and the diffusion of conditional cash transfer programs (CCTs)--innovative social programs that award regular stipends to poor families on the condition that their children attend school. Combining cross-national quantitative research covering the entire region and in-depth case studies based on field research, Human Capital versus Basic Income: Ideology and Models of Anti-Poverty Programs in Latin America challenges the conventional wisdom that these two transformations were unrelated. In this book, author Fabián A. Borges demonstrates that this ideology greatly influenced both the adoption and design of CCTs. There were two distinct models of CCTs: a "human capital" model based on means-tested targeting and strict enforcement of program conditions, exemplified by the program launched by Mexico's right, and a more universalistic "basic income" model with more permissive enforcement of conditionality, exemplified by Brazil's program under Lula. These two models then spread across the region. Whereas right and center governments, with assistance from international financial institutions, enacted CCTs based on the human capital model, the left, with assistance from Brazil, enacted CCTs based on the basic income model. The existence of two distinct types of CCTs and their relation to ideology is supported by quantitative analyses covering the entire region and in-depth case studies based on field research in three countries. Left-wing governments operate CCTs that cover more people and spend more on those programs than their center or right-wing counterparts. Beyond coverage, a subsequent analysis of the 10 national programs adopted after Lula's embrace of CCTs confirms that program design--evaluated in terms of scope of the target population, strictness of conditionality enforcement, and stipend structure--is shaped by government ideology. This finding is then fleshed out through case studies of the political processes that culminated in the adoption of basic income CCTs by left-wing governments in Argentina and Bolivia and a human capital CCT by a centrist president in Costa Rica.".

"The authors test whether poor households use cash transfers to invest in income generating activities that they otherwise would not have been able to do. Using data from a controlled randomized experiment, they find that transfers from the Oportunidades program to households in rural Mexico resulted in increased investment in micro-enterprise and agricultural activities. For each peso transferred, beneficiary households used 88 cents to purchase consumption goods and services, and invested the rest. The investments improved the household's ability to generate income with an estimated rate of return of 17.55 percent, suggesting that these households were both liquidity and credit constrained. By investing transfers to raise income, beneficiary households were able to increase their consumption by 34 percent after five and a half years in the program. The results suggest that cash transfers to the poor may raise long-term living standards, which are maintained after program benefits end. "--World Bank web site.

"Conditional cash transfer (CCT) programs aim to alleviate poverty through monetary and in-kind benefits, as well as reduce future levels of poverty by encouraging investments in education, health, and nutrition. The success of CCT programs at reducing poverty depends on whether, and the extent to which, cash transfers affect adult work incentives. The authors examine whether the PROGRESA program of Mexico affects adult participation in the labor market and overall adult leisure time, and they link these effects to the impact of the program on poverty. Using the experimental design of PROGRESA's evaluation sample, the authors find that the program does not have any significant effect on adult labor force participation and leisure time. Their findings on adult work incentives are reinforced further by the result that PROGRESA leads to a substantial reduction in poverty. "Minimum wages are generally thought to be unenforceable in developing rural economies. But there is one solution - a workfare scheme in which the government acts as the employer of last resort. Is this a cost-effective policy against poverty? Using a microeconometric model of the casual labor market in rural India, the authors find that a guaranteed wage rate sufficient for a typical poor family to reach the poverty line would bring the annual poverty rate down from 34 percent to 25 percent at a fiscal cost representing 3-4 percent of GDP when run for the whole year. Confining the scheme to the lean season (three months) would bring the annual poverty rate down to 31 percent at a cost of 1.3 percent of GDP. While the gains from a guaranteed wage rate would be better targeted than a uniform (untargeted) cash transfer, the extra costs of the wage policy imply that it would have less impact on poverty.
