Sept ans après la publication de la première édition de ce livre, où en sommes-nous de la question de la « déscolarisation » ? Des élèves qui abandonnent le collège ou le lycée parfois bien avant la fin de la scolarité obligatoire, des jeunes en rupture d’école durable ou définitive : si le phénomène nest pas neuf, il acquiert une visibilité et un sens particuliers dans le contexte social et scolaire actuel. L’objet de ce livre est le repérage et l’analyse de la diversité des parcours d’élèves ; mais c’est aussi la manière dont les professionnels et les institutions s’emparent du «problème » et contribuent à le construire comme un problème public. Pour y parvenir au mieux, compte tenu des évolutions auxquelles on a assisté au cours des dernières années, certains textes ont été profondément remaniés et mis à jour, chose qui s’imposait moins pour d’autres textes. L’intention demeure dans cette nouvelle édition de tenter, sur la base d’enquêtes qui se sont étendues sur trois années auprès de jeunes « décrocheurs » et de professionnels de l’école, du travail social, de la justice, de saisir ce que sont les processus de déscolarisation, de comprendre comment ils se nouent. Le contenu de ce livre permet de nuancer, pour le moins, quelques idées reçues : celle qui soupçonne les parents de « démission », celle qui associe sans précaution déscolarisation et délinquance, ou encore celle qui croit pouvoir comprendre le décrochage sans s’intéresser à ce qu’il se passe au sein même de l’école et des apprentissages.

Improving the quality of, and access to, early childhood education and care has become a major policy priority in OECD Member countries. The early years are increasingly viewed as the first step in lifelong learning and a key component of a successful educational, social, and family policy agenda. Countries have adopted diverse strategies to policy development in this field - strategies which are deeply embedded in particular country contexts, values, and beliefs. In particular, early childhood policy and provision are strongly linked to cultural and social beliefs about young children, the roles of families and government, and the purposes of early childhood education and care within and across countries. Yet, countries share many similar challenges and issues. Taking a broader and more holistic approach than previous studies, this book provides a comparative analysis of major policy developments and issues in 12 OECD countries, highlights innovative approaches, and proposes policy options that can be adapted to varied country contexts. What are the most promising strategies for organising policy in ways which promote child and family well-being? Looking towards the future, the report proposes eight key elements of successful policy for decision makers seeking to promote equitable access to quality early childhood education and care.
