This book is based upon extensive and repeated fieldwork, close observation and familiarity with institutional detail. Dans les débats d’aujourd’hui sur la recherche d’une croissance durable de l’économie, le développement et la diffusion des hautes technologies sont reconnus comme des éléments décisifs. Il s’agit de trouver les moyens et l’organisation pertinents pour mettre en œuvre les découvertes et les applications scientifiques les plus récentes et assurer le renouveau du tissu économique et social. La conception de produits et de services dans ces domaines, la création et l’essor d’entreprises petites et grandes, le soutien ou les commandes que peuvent leur apporter les différents pouvoirs publics, le rôle des universités et de la recherche, leur impact sur l’environnement, les changements de la société civile et de l’opinion à leur égard sont devenus des enjeux majeurs. Outre la croissance, il y va de la souveraineté, de l’indépendance nationale et de la capacité d’alliance et de coopération des nations. Ce livre est le premier ouvrage d’ensemble qui, loin de se limiter à un secteur, aborde leur histoire parallèle aux États-Unis et en France depuis 1945, deux pays aussi différents par leurs atouts et leur culture que liés par leur histoire et la géopolitique. Il aborde la question de l’hégémonie américaine vis-à-vis des Européens et celle des voies qui s’offrent à eux dans ce contexte, seuls ou ensemble. Il ne se contente pas, en effet, d’une approche nationale : il traite du niveau local et régional comme de la place de l’Europe et du rôle des organismes internationaux. Une première partie analyse les réussites mais aussi quelques échecs du pilotage par l’État de secteurs pionniers. Une deuxième partie concerne spécifiquement les ressources stratégiques et les enjeux militaires. Une troisième partie aborde l’écologie des entreprises de haute technologie et de leurs produits : accès aux technologies, financements, demande, marchés. Une quatrième partie étudie comment, pour faire face au double défi de la concurrence et de la coopération, ont été trouvées des articulations…

The economic crisis of 2008–2009 signaled the end of the Post-Washington Consensus on restricting the role of the state in economic and development policy. Since then, state ownership and state intervention have increased worldwide. This volume offers a comparative analysis of the evolution of direct state intervention in the economy through state-owned companies in Austria, Brazil, France, Germany, Hungary, Poland, Turkey, Singapore, and Slovenia. Each case study includes substantial explanations of historical, cultural, and institutional contexts. All the contributors point to the complex nature of the current revival in state economic interventions. The few models that are successful cannot hide the potential problems of excessive state intervention, linked to high levels of moral hazard. State-owned enterprises are primary tools of market and price manipulation for political purposes. They can be used outright for rent seeking. Yet state-owned enterprises can also play important roles in prestigious national initiatives, like major public works or high-profile social and sports events. The authors conclude that after the uniform application of democratic market economic principles, the 2000s witnessed a path-dependent departure from standard economic and political operating procedures in developed countries.
