Abstract

This open-access book analyses how stakeholder relationships impact the sustainability of health aid. It does this by providing an overarching analytical framework, which allows for a systematic analysis of sustainability, relationships, and a possible causal link between these phenomena. The book goes beyond universal paradigms and detailed single-case studies by offering a thorough analysis of development projects to identify the factors that are also applicable to similar initiatives in comparable contexts. Empirically, it focuses on two health initiatives, both implemented in the Kyrgyz Republic, a country pursuing a sector-wide approach to health aid. Unique primary material provides insights into a geographic region that is mostly neglected, and will be of interest to students and researchers of social policy, development studies, international health and those focusing on the post-Soviet region and Central Asia.

Abstract

The study assesses seven cases of nation-building operations following major conflicts: Germany and Japan immediately after World War II; Somalia, Haiti, and Kosovo in the 1990's; and Afghanistan and Iraq since 2001. It concludes that two factors increase the likelihood of successful health outcomes: planning and coordination, and infrastructure and resources. In addition, the study argues that health can have an independent impact on broader political, economic, and security objectives during nation-building operations.

Abstract

"The U.S. government supports programs to combat global HIV/AIDS through an initiative that is known as the President's Emergency Plan for AIDS Relief (PEPFAR). This initiative was originally authorized in the U.S. Leadership Against HIV/AIDS, Tuberculosis, and Malaria Act of 2003 and focused on an emergency response to the HIV/AIDS pandemic to deliver lifesaving care and treatment in low- and middle-income countries (LMICs) with the highest burdens of disease. It was subsequently reauthorized in the Tom Lantos and Henry J. Hyde U.S. Global Leadership Against HIV/AIDS, Tuberculosis, and Malaria Reauthorization Act of 2008 (the Lantos-Hyde Act). Evaluation of PEPFAR makes recommendations for improving the U.S. government's bilateral programs as part of the U.S. response to global HIV/AIDS. The overall aim of this evaluation is a forward-looking approach to track and anticipate the evolution of the U.S. response to global HIV to be positioned to inform the ability of the U.S. government to address key issues under consideration at the time of the report release"--Publisher's description.

Abstract

This Cambridge Elements on Global Development Studies volume applies the lens of 'investor state' to a pattern of cross-border activities emerging at the end of aid. Using a series of case studies, the volume examines the growth of a trend where states operate as, with and for investors in the healthcare provision sectors of other nations. It sheds light on an evolving institutional landscape for global health in which state-owned development finance institutions, national development banks and sovereign wealth funds are becoming key financial stakeholders in healthcare systems. The trend has been gathering pace in the past 10-15 years in contexts of growing diversity for development financing and is driving the expansion of corporate-oriented models for healthcare provision that are liable to undermine already-strained progress towards achieving equitable access in healthcare globally.
