Giving people better opportunities to participate actively in the labour market improves well-being. It also helps countries to cope with rapid population ageing by mobilising more fully each country’s potential labour resources. However, weak labour market attachment of some groups in society reflects a range of barriers to working or moving up the jobs ladder. This report on Slovenia is the second country study published in a series of reports looking into how activation policies can encourage greater labour market participation of all groups in society with a special focus on the most disadvantaged. Labour market and activation policies are well developed in Slovenia. However, the global financial crisis hit Slovenia hard and revealed some structural weaknesses in the system, which have contributed to a high level of long-term unemployment and low employment rates for some groups. This report on Slovenia therefore focuses on activation policies to improve labour market outcomes for four groups: long-term unemployed people; low-skilled workers; older workers; and workers who were made or are at risk of becoming displaced. There is room to improve policies through promoting longer working lives and through enabling the Employment Service and related institutions to help more harder-to-place jobseekers back into employment.

The OECD Employment Outlook 2010 is OECD's annual report on employment and labour markets in the OECD area and beyond. Opening with an editorial which analyses the immediate policy challenges and provides advice for OECD governments, and a first chapter that sets out the facts and figures related to recent employment developments and sets them in the broader economic context, this volume goes on to provide analysis in three specific policy areas: the jobs impact and policy response in emerging economies, institutional and policy determinants of labour market flows, and the quality of part-ti

Romania, one of the poorest nations in Europe, faces critical challenges in its efforts to implement labour market and social programmes similar to those found in more developed countries. Poverty is widespread and the economy requires major restructuring while a substantial number of households still depend on subsistence farming and other informal economic activities for survival. Increasing expenditures on social insurance is not a viable option as Romania already charges some of the highest payroll contribution rates in the world. What role can and should labour market and social policies play in the current economic climate? In response to this question, this Review presents a rich and thorough analysis of Romania's under-employment problem and its resulting social hardships. The Review demonstrates that the present social challenges are closely intertwined with a highly distorted economy. Clearly, the top priority must be the modernisation of the economy with the provision of a comprehensive social safety net in the face of potentially higher unemployment. This book analyses the issues of labour market and social policy through an economic perspective, while providing diverse international comparisons.
