« Finance, Banque, Microfinance : Où va la richesse créée », est un ouvrage collectif, auquel ont contribué d’éminents spécialistes de rang mondial. Jusqu’où la Finance permet-elle de se couvrir contre le risque de Covid-19 ? La Finance constitue-t-elle encore un moteur puissant de la croissance économique ? Permet-elle d’enclencher un processus vertueux en vue du progrès économique et social largement partagé, comme lors de l’âge d’or du capitalisme triomphant, et notamment pendant les vingt-cinq glorieuses (1950-1975) ? La dette publique sert-elle les intérêts de tous les contribuables ou accroît-elle uniquement les patrimoines des gros investisseurs-épargnants des marchés de capitaux ? La Finance de marché renforcet- elle véritablement les inégalités des revenus au profit des actionnaires, et au détriment des salariés ? Quant à la Finance bancaire, jusqu’où les bas taux d’intérêt améliorent-ils le financement de l’investissement ? De tels taux n’illustrent-ils pas une modification des préférences pures des ménages en faveur du présent par rapport au futur ? Comment qualifier les politiques monétaires non conventionnelles, ainsi que la concurrence intense actuelle entre « Fintech » et Banques ? Que penser de la concurrence des monnaies fiduciaires avec l'irruption des bitcoins ? La Microfinance est-elle vraiment de nature à réduire la pauvreté dans les pays, qu’ils soient pauvres ou riches? Son industrie est-elle déjà arrivée à maturité ? Sur toutes ces questions, cet ouvrage apporte un éclairage nouveau, généralement éloigné des idées reçues. La démesure de la Finance souvent décriée, encouragée par une intermédiation bancaire de marché, et dont la Microfinance de marché est devenue un segment, fait jouer un effet de levier à la richesse créée. Mais la Finance ne constitue pas le bon mécanisme de répartition de cette richesse accrue au profit du plus grand nombre. Accroître les opportunités économiques en les transformant en opportunités de bien-être, reste l’enjeu majeur de la Finance et du capitalisme au XXIe siècle.

The World Bank is dedicated to the promotion of sustainable economic development and to poverty reduction throughout the developing world. It faces new challenges as capital shortages are replaced by large but volatile capital flows. The contributors to this volume argue that the Bank's greatest asset is its accumulated knowledge and experience of the development process, and propose that it organise itself around the concept of a 'Knowledge Bank'. They propose a shift in priority, away from lending with conditionality imposed on borrowing governments, towards assistance to governments in devising good development strategies. Part I examines the existing structure of the Bank and considers the World Bank as an institution. In Part II the effectiveness of World Bank assistance is evaluated. This book provides essential reading for politicians, civil servants, workers in the non-official sector, and academics and students involved or interested in the development process.
