In Regional Cooperation in Amazonia: A Comparative Environmental Law Analysis , Maria Antonia Tigre provides a broad overview of the international, regional and national law applied to the Amazon rainforest and investigates efforts at regional cooperation for the protection of the Amazonian ecosystem. For the last four decades, cooperation among the eight countries in which the rainforest lies was primarily induced by the Amazon Cooperation Treaty (ACT). Originally adopted to ensure national sovereignty, the ACT gradually evolved towards a framework for sustainable development. Based on the challenges faced by the treaty and its subsequent instruments, Maria Antonia Tigre analyzes ways in which the ACT can be more effectively applied, leading to practical results that reduce deforestation. These specifically relate to the enforceability of the right to the environment, the implementation of protected areas, and the development of financial mechanisms to fund initiatives.

At the beginning of the twentieth century, Venezuela had one of the poorest economies in Latin America, but by 1970 it had become the richest country in the region and one of the twenty richest countries in the world, ahead of countries such as Greece, Israel, and Spain. Between 1978 and 2001, however, Venezuela’s economy went sharply in reverse, with non-oil GDP declining by almost 19 percent and oil GDP by an astonishing 65 percent. What accounts for this drastic turnabout? The editors of Venezuela Before Chávez, who each played a policymaking role in the country’s economy during the past two decades, have brought together a group of economists and political scientists to examine systematically the impact of a wide range of factors affecting the economy’s collapse, from the cost of labor regulation and the development of financial markets to the weakening of democratic governance and the politics of decisions about industrial policy. Le détroit de Gibraltar est le produit d’une longue construction historique, comme en témoignent ses appellations successives, du détroit de Gadès à la « montagne de Tariq ». Cet espace a en effet été progressivement façonné par les pouvoirs qui l’ont dominé, aussi bien à l’aide d’acteurs (gouverneurs, délégués militaires ou civils) que de territoires (cités, ports, arsenaux). Quoique le choix d’une administration propre intégrant ses deux rives ait été l’exception, les constructions impériales qui se sont succédé en Extrême Occident ont porté une attention particulière à cet espace de limites, conceptualisé autant comme charnière que comme frontière. Ce deuxième ouvrage collectif issu des travaux de l’ANR DÉTROIT questionne ainsi le rôle du Détroit dans la construction des empires dans la longue durée, de la domination punique jusqu’à la chute de Grenade. El Estrecho de Gibraltar fue progresivamente moldeado por las potencias que lo dominaban, tanto a través de actores (gobernantes, delegados militares o civiles) como de territorios (ciudades, puertos, arsenales). Aunque la elección de una administración propia que integrara sus dos orillas fue algo excepcional, este segundo volumen de la serie DETROIT cuestiona el papel de este espacio en la construcción de los imperios a largo plazo, desde la dominación púnica hasta la caída de Granada.

O quarto Congresso Internacional de Cooperação e Educação-IV COOPEDU, organizado pelo Centro de Estudos Internacionais (CEI) do Instituto Universitário de Lisboa e pela Escola Superior de Educação e Ciências Sociais do Instituto Politécnico de Leiria decorreu nos dias 8 e 9 de novembro de 2018, subordinado à temática Cooperação e Educação de Qualidade. Este congresso insere-se numa linha de continuidade de intervenção por parte das duas instituições organizadoras e dos elementos coordenadores e este ano beneficiou do financiamento do Instituto Camões, obtido através de um procedimento concursal, que nos permitiu contar com a participação presencial de elementos dos Países Africanos de Língua Portuguesa, fortemente implicados nas problemáticas da Educação e da Formação. Contou também com a participação do Instituto Camões e da Fundação Calouste Gulbenkian, entidades que sistematizaram a sua intervenção nos domínios da cooperação na área da educação nos últimos anos. A opção pela temática da qualidade pareceu aos organizadores pertinente e actual. Com efeito os sistemas educativos dos países que constituem a Comunidade de países de língua portuguesa têm implementado várias reformas mas em vários domínios mantem-se a insatisfação de responsáveis políticos, pedagogos, técnicos sociais face aos resultados obtidos. Aliás o caminho de procura da Qualidade é interminável porque vai a par da aposta na exigência e na promoção da cidadania e responsabilidade social. As comunicações que agora se publicam estão organizadas em dois eixos: o das Políticas da Educação e Formação e o das dimensões em que se traduzem essas políticas. Neste último eixo encontramos fios condutores para agregarmos as comunicações apresentadas.
