Anchored in an empirically-grounded anthropology, this book explores the notion of governance in a non-normative way. It describes and analyses the institutional and political processes through which social actors and groups - be they state, private or 'third-sector' - contribute to the provision of public and collective goods or services. The book draws on case studies from Anglophone and Francophone Africa, crossing anthropological traditions that have too often evolved in parallel directions and dealing with a range of topics such as health, water supply, sanitation and waste management, security, humanitarian aid, land issues and decentralisation. Beyond African boundaries, it contributes to current debates about governmentality, public policy, subject making, public/private boundaries, and the role of the state.

Daily life in Africa is governed by the?petty? corruption of public officials in services such as health, transport, or the judicial system. This remarkable study of everyday corruption in three African countries investigates the reasons for its extraordinary prevalence. The authors construct an illuminating analytical framework around the various forms of corruption, the corruptive strategies public officials resort to, and how these forms and strategies have become embedded in daily administrative practices. They investigate the roots of the system in the growing inability of weakened state.

Les textes de ce présent Cahier se veulent le reflet d’une approche alternative de coopération au développement. Après la « Self-reliance », à la mode il y a quelques années, mais sans applications magistrales, l’auto-promotion promet cette fois de sortir peut-être de l’impasse. Pourtant tout n’est pas aussi simple dans les projets d’auto-promotion. Il y a certes là, pour des groupes ou des communautés de base, une possibilité de saisir des opportunités nouvelles, d’imaginer des stratégies de développement, d’avoir prise sur des négociations avec les pouvoirs locaux, de trouver des articulations originales entre solidarité, égalité, valeurs de rentabilité et de compétition. Si le passage d’un mode de gestion technocratique à un mode de gestion négocié trouve sa légitimité et son faire-valoir, l’auto-promotion a peut-être quelque chance de succès. Encore faudrait-il pour cela que l’Occident-prêteur apporte, avec son financement, sa conviction mobilisatrice à cette nouvelle forme d’aide au tiers monde !

Depuis les années 1990, de nombreux pays africains ont engagé des décentralisations administratives, soutenus en cela par les instances internationales. Ces réformes, qui s’inscrivent à une échelle globale, bousculent les équilibres antérieurs entre différents pôles de pouvoir et redéfinissent les relations entre États et sociétés civiles. À travers une décennie d’évolution, éclairée par une histoire de longue durée, des anthropologues, géographes, historiens, politistes, socio-linguistes analysent ces processus dans cinq pays d’Afrique. Ils décrivent les nouvelles formes de compétition autour des pouvoirs et du contrôle des ressources, mais soulignent aussi l’émergence de dynamiques novatrices, conjuguant communautés et citoyenneté. Une mise en regard avec l’histoire de la décentralisation et la genèse des « pays » en France apporte des éclairages inattendus sur les relations Nord/Sud, du double point de vue de la circulation des modèles et de l’existence de paradoxes communs.
