En matière d’urbanisme, les écoquartiers, aussi appelés quartiers durables, ont actuellement le vent en poupe, portés par le souci d’améliorer les performances énergétiques et, de manière plus générale, de réduire notre empreinte écologique. Ils cristallisent un grand intérêt tant auprès des professionnels que des autorités et du grand public, ce dont on ne peut que se réjouir. Cependant, malgré l’expertise accumulée par certains pays voisins – notamment l’Allemagne, la Suisse, l’Autriche et les pays scandinaves – le terme « écoquartier » ne possède toujours pas de définition précise en Wallonie. En conséquence, le terme est souvent galvaudé et de nombreux projets urbanistiques s’attribuent d’office cette étiquette, surfant sur le succès de ce concept. C’est ainsi par exemple que certains projets de lotissements traditionnels qui se distinguent uniquement par des habitations économes en énergie, peuvent se vendre comme des écoquartiers, ce terme devenant alors simplement un argument de marketing. À terme, cette situation est préjudiciable aux principes du développement durable et engendre une confusion certaine auprès du grand public. La Wallonie a souhaité remédier à cette situation en s’engageant dans la mise en oeuvre d’un véritable urbanisme durable.
