This book addresses the process of decentralization in Italy, examined from the perspective of political parties. In particular, it assesses whether and to what extent the dynamics of party competition are likely to shape policy agenda and affect policy change. The author starts by providing a thorough account of the process and history of Italian decentralization and the policy outcomes achieved over time, before discussing how party attention to an issue triggers related policy changes (manipulation of salience). Next, the focus shifts to the concrete positions adopted by parties on decentralization to assess whether the pattern of party competition has been consensual or adversarial, and how this pattern influenced the process of reform (manipulation of position). Finally, the author examines the role of frames in party competition. This book addresses current changes of education policies in a context of globalisation. It does so by focusing on the implementation of performance-based accountability policies in France and in Quebec (Canada). It questions the trajectory of these policies, their mediations and their instrumentation in various territories and schools through a theoretical framework which combines a North American neo-institutionalist approach with the perspective of the French sociologie de l’action publique. The book extends the current international literature on English-speaking experiences of hard accountability to research on “soft” accountability policies and proposes a deep investigation in two highly contrasted education systems. This investigation is multilevel and has led to field research both in schools, in intermediate authorities, and in central administrations for three years. The research presented in the book addresses the international literature on accountability in public administration and in education, the current transformations of governance in education, as well as the forms taken by the globalisation of education policies in countries differently exposed to international influences. The comparison highlights a convergent neo-statist trajectory of the performance-based accountability policy in the two countries, various forms of governance by results enacted at the local and meso level, and more intense impacts of these policies on schools and teacher’s practices in Quebec than in France. .

This book explores the stagnation of democracy in the Western Balkans over the last decade. The author maps regional features of rising authoritarianism that mirror larger global trends and, in doing so, outlines the core mechanisms of authoritarian rule in the Balkans, with a particular focus on Serbia, Montenegro and Macedonia. These mechanisms include the creation of constant crises, the use of external powers to balance outside influences, as well as state capture. The authoritarian patterns exist alongside formal democratic institutions, resulting in competitive authoritarian regimes that use social polarization to retain power. As the countries of the Western Balkans aspire, at least formally, to join the European Union, authoritarianism is often informal. Florian Bieber is Professor for Southeast European History and Politics and Director of the Centre for Southeast European Studies at the University of Graz, Austria. He coordinates the Balkans in Europe Policy Advisory Group (BiEPAG) and has been a visiting professor and fellow at Cornell, NYU, Central European University, and LSE.
