Les migrations, les pratiques du voyage nous rappellent que le monde est en mouvement parce qu'elles constituent elles-mêmes un mouvement social. Il est nécessaire que les problématiques du développement prennent mieux en compte la compléxité des mobilités contemporaines, tant ces dernières relèvent des objectifs les plus directs de l'aide. Elles n'y parviendront qu'en s'émancipant des attentes dites sécuritaires qui pèsent de plus en plus sur la formulation des politiques publiques. Le voyage est une pratique de développement, et un objet de l'économie ou de l'anthropologie du développement. Il doit maintenant devenir un sujet à part entière de l'aide au développement.

Abstract

The past fifty years have witnessed the triumph of an industrial development that has engendered great social and environmental costs. Conventional economics has too often either ignored these costs or failed to analyse them appropriately. This book constructs a framework within which the wider impacts of economic activity can be both understood and ameliorated. The framework places its emphasis on an in-depth understanding of real-life processes rather than on mathematical formalism, sressing the independence of the economy with the social, ecological and ethical dimensions of human life.

La confiance devient une préoccupation centrale dans un monde dominé par l'incertitude. Mettre la confiance en question c'est tenter de dépasser ce que peut avoir d'incantatoire et de quasi magique l'évocation de cette notion rassurante et familière. C'est accepter de se tourner vers les interrogations qu'elle suscite tant au niveau théorique qu'au niveau pratique. Successivement seront traitées la question de la définition de la confiance, la question du lien entre confiance et institutions (à travers les exemples du droit, de la science et de la monnaie), la question du lien entre confiance et conventions (à travers l'étude de la façon dont elle se manifeste dans la vie des organisations) et enfin la question éminemment pratique des moyens de production de la confiance. L'élucidation d'une notion aussi complexe exige une approche pluridisciplinaire.

Abstract

Development agencies and researchers are preoccupied with policy; with exerting influence over policy, linking research to policy and with implementing policy around the world. But what if development practice is not driven by policy? Suppose that the things that make for 'good policy' - policy that legitimises and mobilises political support - in reality make it impossible to implement? By focusing in detail on the unfolding activities of a development project in western India over more than ten years, as it falls under different policy regimes, this book takes a close look at the relationship between policy and practice in development. David Mosse shows how the actions of development workers are shaped by the exigencies of organisations and the need to maintain relationships rather than by policy; but also that development actors work hardest of all to maintain coherent representations of their actions as instances of authorised policy. Raising unfamiliar questions, Mosse provides a rare self-critical reflection on practice, while refusing to endorse current post-modern dismissal of development.
