Cet ouvrage collectif vise à mettre en perspective, par une approche pluridisciplinaire, la « dévolution » en Europe, c’est-à-dire le processus de redistribution des pouvoirs politiques, législatifs et administratifs au profit de l’échelon régional. Le cas du Royaume-Uni constitue l’élément central de l’étude mais celle-ci s’enrichit d’autres expériences européennes qui apportent un éclairage comparatif à un phénomène à la fois spécifiquement britannique et représentatif de mouvements de fond, politiques et institutionnels, plus larges. La « dévolution » prend des formes variées selon les pays concernés : ses logiques, ses sources de légitimité et ses mises en oeuvre sont diverses, tout comme le contexte historique et culturel dans lequel elle s’effectue. Au Royaume-Uni, l’un des actes les plus importants de la première législature du gouvernement New Labour, dirigé de 1997 à 2007 par Tony Blair, a été la mise en place d’une décentralisation sans précédent des pouvoirs au profit d’institutions représentatives démocratiquement élues au pays de Galle et en Écosse. Les auteurs examinent la manière dont cette « dévolution » fonctionne et dont elle est appréhendée, non pas en isolant le cas britannique mais en l’évaluant au regard d’autres expériences européennes, notamment en Italie et en Espagne.

South Sudan is undergoing a process of internationally-supported state building of which decentralisation forms part. For the people, decentralisation is understood as a right to self-rule based on native–stranger dichotomies and as a means of appropriating and incorporating an abstract and distant state into the local context. The South Sudanese government, in contrast, sees decentralisation primarily as a tool for service delivery and development. Conversely, the international community, in its desire to guarantee international stability through the creation of Western-style states all over the world, sees decentralisation as one tool in the state-building toolbox. These different interpretations of decentralization may not only lead to misunderstandings, but different groups and different ways of understanding decentralisation have interacted throughout history, and attempts to impose a particular understanding on other actors continue. Annina Aeberli examines this hybridisation of state ‘decentralisation’ and argues that the international community and the government cannot and should not try to ignore people’s understandings and expectations: a state – in whatever form – always depends on the acceptance of the people.

Throughout the world, politicians are dismantling state enterprises and heaping praise on private markets, while in the United States a new rhetoric of "citizen empowerment" links a widespread distrust of government to decentralization and privatization. Here Joel Handler asks whether this restructuring of authority really allows ordinary citizens to take more control of the things that matter in their roles as parents and children, teachers and students, tenants and owners, producers and consumers. Looking at citizens as stakeholders in the modern social welfare state created by the New Deal, he traces the surprising ideological shifts of empowerment from its beginning as a cornerstone of the war on poverty in the 1960's to its central place in conservative market-based voucher schemes for school reform in the 1990's.Handler shows that in the past the gains from decentralization have proved to be more symbol than substance: some disadvantaged members of society will find new opportunities in the changes of the 1990's, but others will simply experience powerlessness under another name. He carefully distinguishes "empowerment by invitation" (in special education, worker safety, home health care, public housing tenancy, and neighborhood organizations) from the "empowerment by conflict" exemplified by the radical decentralization of the Chicago public schools. What emerges is a map of the major pitfalls and possible successes in the current journey away from a discredited regulatory state.

Parce qu'il relève de la représentation de la France sur la scène mondiale, le secteur du sport de haut niveau est du ressort de l'État et de son partenaire associatif le Comité National Olympique et Sportif Français. Mais dans un contexte d'émulation amplifiée par la décentralisation, les interprétations et les reformulations de la politique nationale du sport de haut niveau ne manquent pas, alors que le cadre législatif de l'organisation et de la promotion des activités physiques et sportives invite les collectivités territoriales - et les entreprises - à concourir à son développement. Dernières-nées des collectivités "périphériques", les régions sont entrées dans le concert au moment où les autorités centrales déclenchaient la régionalisation du sport de haut niveau, dans ses versions technique et administrative. Quelles sont concrètement la part, la spécificité, voire l'exemplarité de l'Aquitaine dans le processus de constitution de l'élite olympique nationale ? Comment les relations trilatérales État, mouvement sportif, région s'y sont-elles engagées et se transforment-elles au quotidien ? Quelle est la configuration des réseaux de pouvoir ? De quelles façons s'entrecroisent, pour les sportifs concernés, cadre institutionnel et cadre de vie ? Enfin, quels sont les modes d'appropriation de la politique nationale du sport de haut niveau par les différents acteurs aquitains ?
