Monarchiques ou républicains, marqués par la tradition ou ouverts à la modernité, les régimes politiques dans le monde arabe contemporain présentent, à côté d'une grande diversité d'institutions, quelques remarquables constantes. Si une forte individualisation consacre les figures de l'autorité, émir, sultan ou raïs, néanmoins les liens de parenté et de mariage, tout comme les appartenances tribales, conditionnent la formation, le maintien et la transmission du pouvoir. S'inspirant des travaux anthropologiques et historiques sur la tribu et les formations étatiques arabes anciens et modernes, les auteurs proposent de nouvelles clés de lecture des événements politiques majeurs qui ont marqué ces sociétés : dans le contexte contemporain, par exemple, la crise irakienne, les successions en Jordanie, au Maroc ou en Syrie, les composantes tribalistes des régimes yéménites ou soudanais... Cette démarche comparative s'appuie sur une large mobilisation interdisciplinaire. La signification de la filiation prophétique est explorée à travers la sunna, les fondements sémantiques de la notion d'État, la dawla, interprétés à la lumière de la tradition arabe médiévale. Partant sont analysées les fonctions de la légitimité chérifienne, du Maroc du xvic siècle, de l'« arabité » en Insulinde coloniale, ainsi que la place du phénomène tribal dans la Mauritanie du XVIIIe siècle et en Tunisie post-coloniale. L'articulation des figures de la parenté et du politique est mise en évidence tant dans l'histoire de la Mauritanie et du Yémen qu'à travers les politiques contemporaines de « retribalisation » au Soudan islamiste, tandis que la dimension patrimoniale de l'État, représenté comme une « maison » au sens où l'entend Claude Lévi-Strauss, empreint l'Irak de Saddam Hussayn ou la Jordanie hachémite. Émirs et présidents offre ainsi une contribution particulièrement originale à la compréhension des faits politiques dans le monde arabe contemporain et ancien.

Beginning in January 2011, the Arab world exploded in a vibrant demand for dignity, liberty, and achievable purpose in life, rising up against an image and tradition of arrogant, corrupt, unresponsive authoritarian rule. These previously unpublished, country specific case studies of the uprisings and their still unfolding political aftermaths identify patterns and courses of negotiation and explain why and how they occur. The contributors argue that in uprisings like the Arab Spring negotiation is "not just a 'nice' practice or a diplomatic exercise." Rather, it is a "dynamically multilevel"
