Abstract

This book was first published in 2005. Faced with a systemic financial sector crisis, policymakers need to make difficult choices under pressure. Based on the experience of many countries in recent years, few have been able to achieve a speedy, lasting and low-cost resolution. This volume considers the strengths and weaknesses of the various policy options, covering both microeconomic (including recapitalization of banks, bank closures, subsidies for distressed borrowers, capital adequacy rules and corporate governance and bankruptcy law requirements) and macroeconomic (including monetary and fiscal policy) dimensions. The contributors explore the important but little understood trade-offs that are involved, such as between policies which take effect quickly, those which minimize long-term fiscal and economic costs, and those which create favorable incentives for future stability. Successfully implementing crisis management and crisis resolution policy required attention to detail and a good flow of information.

Abstract

The integration of financial markets around the world over the past decade has posed new challenges for policymakers. The speed with which money can be switched in and out of currencies and countries has increased with the efficiency of global communications, considerably shortening the time policymakers have to respond to emerging crises. This pamphlet takes alook at attempts by economists to predict crises by developing early warning systems to signal when trouble may be brewing in currency markets and banking systems.

Abstract

What is a global market? How does it work? At a time when new crises in world markets cannot be satisfactorily resolved through old ideas, Market Threads presents a detailed analysis of the international cotton trade and argues for a novel and groundbreaking understanding of global markets. The book examines the arrangements, institutions, and power relations on which cotton trading and production depend, and provides an alternative approach to the analysis of pricing mechanisms. Drawing upon research from such diverse places as the New York Board of Trade and the Turkish and Egyptian countrysides, the book explores how market agents from peasants to global merchants negotiate, accept, reject, resist, reproduce, understand, and misunderstand a global market. The book demonstrates that policymakers and researchers must focus on the specific practices of market maintenance in order to know how they operate. Markets do not simply emerge as a relationship among self-interested buyers and sellers, governed by appropriate economic institutions. Nor are they just social networks embedded in wider economic social structures. Rather, global markets are maintained through daily interventions, the production of prosthetic prices, and the waging of struggles among those who produce and exchange commodities. The book illustrates the crucial consequences that these ideas have on economic reform projects and market studies. Spanning a variety of disciplines, Market Threads offers an original look at the world commodity trade and revises prevailing explanations for how markets work.

Abstract

The mission of The World Bank Economic Review is to encourage and support research in the field of development economics. We seek to publish and disseminate innovative theoretical and empirical research that identifies, analyzes, measures, and evaluates the macro and micro-economic forces that promote or impede economic development with a view towards providing the knowledge necessary for designing, implementing, and sustaining effective development policies in low and middle income countries. Our intended audience comprises a worldwide readership of economists and other social scientists in government, business, international agencies, universities, and research institutions.
