Sicherheit meint hier in erster Linie, die Legalprognose der zu Behandelnden nachhaltig zu verbessern. Nach den schweren Vorkommnissen in den späten 80er- und den 90er-Jahren wurde „Sicherheit“ mehr im Sinne formaler Rahmenbedingungen interpretiert. Streng genommen handelt es sich dabei nicht um Sicherheit, sondern um Sicherung. Sie ist eine Grundvoraussetzung für Straftätertherapie, das Ziel liegt aber in der Erreichung von Sicherheit in Freiheit. Der massive Anstieg der Verweildauern, die erhebliche Erschwerung der Entlassung von Tätern, die sexuell grenzverletzende Delikte begangen haben, und die zunehmende Einweisung von Menschen mit geringfügiger Kriminalität sind die Schattenseiten des umfassenden Sicherheitsanspruches.
