In this work the author seeks to deal with interpretations about madness from the perspective of Dogon society, a black African society in West Africa. Through tales that have been transmitted for several generations, we have a set of stories that show how this society seeks to resolve a situation that, often, brings with it an emerging pain that needs to be explained and treated. In Itineraries of Madness in Dogon Territories, we can see how a society deals with such a delicate subject in such a unique way. In this way, by bringing issues related to the mental health of its individuals, the work contributes, showing us several notes that aim to reflect on a subject as difficult to be approached as madness and its implications in individual and social life. 2005 Jabuti Award:

This paper reviews Mali’s 2012–2017 Poverty Reduction and Growth Strategy Paper. Mali’s GDP was CFAF 1,741.89 billion in 2012; real growth was ?1.2 percent, that is, excluding inflation (2.7 percent in 2011). The decline of 3.9 points in growth between 2011 and 2012 was finally stemmed, despite the major shocks that Mali had to face in 2012. The dual security and institutional shock had a negative impact on the entire economy, and more particularly on certain subsectors such as construction and public works, the hotel industry, and commerce. The GDP growth rate was ?1.2 percent in 2012, compared with 2.7 percent in 2011.

Le Mali contemporain ? Il est bien différent des images que les médias diffusent ! La société malienne a considérablement évolué depuis l'indépendance, les jeunes y sont beaucoup plus nombreux et mieux informés, les femmes plus actives. Mais les changements qui ont marqué notamment la gouvernance et la situation économique paraissent décalés au regard des nouvelles contraintes, attentes et exigences liées à ces mutations. Comment cette société, dans sa diversité, pense-t-elle et s'engage-t-elle dans la modernité ? Voilà le sujet de ce livre. Une cinquantaine de chercheurs en sciences sociales, dans le cadre d'une collaboration franco-malienne, ont travaillé sur le Mali contemporain dans la période qui a immédiatement précédé la crise (2007-2012). Ils se sont principalement intéressés à la vie politique dans les communes et quartiers, à la réalité de la décentralisation, à l'image que l'Etat en action donne de lui, au fait religieux dans ses manifestations et ses tendances lourdes, mais aussi aux divers aspects de la migration, et enfin et surtout à la place des jeunes dans la société. Le tableau qui se dégage de leurs observations est sans complaisance : faire évoluer positivement la situation actuelle de la société malienne est un défi pour les décideurs et l'ensemble de la population ; et pour y parvenir, il est impérieux d'ébranler les pesanteurs, blocages, et faux-fuyants qui ont conduit le pays au bord du gouffre.

"This report examines Mali's counterterrorism requirements in light of recent evolutions in the country's security environment. In spite of the achievements of France, the United Nations, and the European Union, the terrorist threat in Mali is growing, but Mali's military remains largely ineffective. Part of the challenge is the interconnected nature of Mali's terrorist problem and the political strife that afflicts Mali's northern half, which the peace agreement signed in Algiers in June 2015 only somewhat addresses. Moreover, Bamako's response remains focused to an inappropriate degree on acquiring the military capabilities it hopes will help redress the balance of power in the North while leveraging proxy ethnic militias. These militias, though more effective on the battlefield than Mali's own forces, have the potential to further aggravate northern Mali's instability. The report argues that it is not possible to strengthen Mali's counterterrorism capabilities in isolation from its general military capabilities, which are in need of fundamental reforms. Such reforms should include making the armed forces more inclusive of minority groups and more attentive to relations with northern communities, improving the effectiveness and accountability of defense institutions, building human capital and leadership, and enhancing operational capabilities. In all cases, the United States must coordinate its efforts with the other actors on the ground in Mali, especially the French and the European Union, to ensure complementarity."--Publisher's web site.

Smugglers and Saints of the Sahara describes life on and around the contemporary border between Algeria and Mali, exploring current developments in a broad historical and socioeconomic context. Basing her findings on long-term fieldwork with trading families, truckers, smugglers and scholars, Judith Scheele investigates the history of contemporary patterns of mobility from the late nineteenth century to the present. Through a careful analysis of family ties and local economic records, this book shows how long-standing mobility and interdependence have shaped not only local economies, but also notions of social hierarchy, morality and political legitimacy, creating patterns that endure today and that need to be taken into account in any empirically-grounded study of the region.

This paper discusses Mali’s First and Second Reviews Under the Extended Credit Facility Arrangement, Request for Waiver of Performance Criteria (PC), and Request for Modification of PC. Economic recovery is under way but remains fragile. The buildup of the large-scale donor support has been hampered by serious lapses in public financial management (PFM), which raised governance concerns. With remedial measures now in place to address the PFM weaknesses, the program remains on track. The authorities are requesting waivers for PC on: tax revenue and nonconcessional borrowing. The IMF staff recommends conclusion of the first and second program reviews.
