The Responsibility to Protect, the report of the International Commission on Intervention and State Sovereignty (ICISS), focused on three international responsibilities in the area of human security: the responsibility to prevent, the responsibility to react, and the responsibility to rebuild. The report acknowledged the difficulty of identifying countries likely to experience widespread civil violence and then predicting when this would occur. But the authors of this book submit that if ever a case of a “responsibly to prevent” was possible to anticipate, South Sudan was it. A Comprehensive Peace Agreement (CPA) ended the Sudanese second civil war in 2005 with a call for a referendum to be held in South Sudan in 2011 to determine the region’s future, In the event, an overwhelming majority voted for independence for the region. The question that motivated this book is whether the CPA would set in motion a process resulting in yet another brutal conflict, and, if that conflict was widely predicted, what should be the response of the international community in terms of “responsibility to prevent”? Mass media coverage has been identified as an important factor in mobilizing the international community into action in crisis and potential crisis situations; however, the impact of media reporting on actual decision-making is unclear. Thirty-plus years of research has demonstrated consistent agenda-setting effects, while a more recent stream of research has confirmed significant framing effects, the latter most likely to occur in cases where advocacy framing is used. This book examines the way in which the press in Canada and the United States interpreted the potential for violence that accompanied South Sudan’s independence in 2011, and whether or not their governments had a responsibility to prevent.

Over the past two decades, the situation in Africa's largest country, Sudan, has progressively deteriorated: the country is in second position on the Failed States Index, a war in Darfur has claimed hundreds of thousands of deaths, President Bashir has been indicted by the International Criminal Court, a forthcoming referendum on independence for Southern Sudan threatens to split the country violently apart. The first Canadian diplomat to be posted to war-torn Sudan, Nicholas Coghlan was a natural choice to lead Canada’s representation in the new Republic of South Sudan soon after the country was founded in 2011. The elites -- whether political, military, or economic -- constitute a determinant force in state formation and the nation-building project in post-colonial transitions. The absence of a scientific understanding of the socioeconomic and political configuration of South Sudan has obfuscated the liberation struggle and generated ethnic nationalism and the emergence of a parasitic class that is completely alienated from the masses of the people. South Sudan, the highly hyped youngest state in Africa and the world, is in a deep social, economic, and political crisis characterised by a low-intensity civil war, immense suffering and material deprivation of the people. It has internally displaced hundreds of thousands of people who live in "protection of civilian" sites in major towns under the care of United Nations Mission in South Sudan. Three and a half million have crossed international borders to seek refuge in Uganda, the Democratic Republic of the Congo, Sudan, Ethiopia, and Kenya. The ruling elite, completely unperturbed by the deep humanitarian crisis and apparent near collapse of the state, clamour for power sharing. Together with foreign collaborators, they have enriched themselves and fuelled the war through the extraction and plunder of the country's natural resources. This book is a critical analysis of the socioeconomic and political failures of South Sudan's leaders who have plunged the nascent state into the abyss. In 2011, after a lengthy struggle, South Sudan became the world's youngest independent nation. The area and its people had endured a brutal colonial conquest followed by a century of deliberate government neglect and racial oppression. On July 9, 2011, South Sudan celebrated its independence as the world's newest nation, an occasion which the country's Christian leaders claimed had been foretold in the Book of Isaiah. The Bible provided a foundation through which South Sudanese could distinguish themselves from Arab and Muslim Sudanese to their north and understand themselves as a spiritual community now freed from their oppressors. Less than three years later, however, new conflicts emerged along ethnic lines, belying the liberation theology that had supposedly reached its climactic conclusion with independence. In Chosen Peoples, Christopher Tounsel investigates the centrality of Christian worldviews to the ideological construction of South Sudan and the inability of shared religion to prevent conflict. From the creation of a colonial-era mission school to halt Islam's spread up the Nile, the centrality of Biblical language in South Sudanese propaganda during the Second Civil War (1983-2005), and post-independence transformations of religious thought in the face of ethnic warfare, Tounsel highlights the potential and limitations of deploying race and Christian theology to unify South Sudan.

Since its independence on January 1, 1956, Sudan has been at war with itself. Through the Comprehensive Peace Agreement (CPA) of 2005, the North–South dimension of the conflict was seemingly resolved by the independence of the South on July 9, 2011. However, as a result of issues that were not resolved by the CPA, conflicts within the two countries have reignited conflict between them because of allegations of support for each other’s rebels. In Bound by Conflict: Dilemmas of the Two Sudans, Francis M. Deng and Daniel J. Deng critique the tendency to see these conflicts as separate and to seek isolated solutions for them, when, in fact, they are closely intertwined. The policy implication is that resolving conflicts within the two Sudans is critical to the prospects of achieving peace, security, and stability between them, with the potential of moving them to some form of meaningful association.
