George Bush’s 1988 campaign pledge, "Read my lips: no new taxes," has become a mantra for those who distrust politicians and bureaucrats. The gulf between what political leaders say and do seems to be widening, and in democratic societies around the world, contributing to an atmosphere of cynicism and apathy among the citizenry. Understanding the characteristics and functions of speech in policy processes is a requirement for trying to overcome this problem. However, there has been scant analysis of political discourse; the aim of this book is to help fill this analytical gap, by exploring political speech from a variety of perspectives, including normative, epistemological, and empirical. Incorporating insights from economics, political science, philosophy, and law, and evidence from the United States, Canada, France, Italy, Turkey, and the EU, the book addresses a wide variety of timely issues, including: Fiscal discipline in speeches vs budget balance Revenues forecasted in budget speeches vs realized budget outcomes Electoral pledges vs actual realizations Ideological stance in party publications vs spending and revenues of party governments The political business cycle Other questions explored include: Should policy makers always tell the truth and all the truth? What are the benefits and the costs of transparency? How can we resolve the apparent contradiction between the democratic demand for transparency and the efficiency requirement of secrecy in many policy areas? Under which conditions is secrecy acceptable in a democratic society? To what extent may deception and lies lead to a breach of trust or to power abuse? What are the most efficient institutional mechanisms to prevent such abuse? Collectively, the authors present new insights for understanding political process and government activity, and suggest avenues for further research.

In the late nineteenth and early twentieth centuries, millions of black and white southerners left farms and rural towns to try their fate in the region's cities. This transition brought about significant economic, social, and cultural changes in both urban centers and the countryside. Focusing on Nashville and its Middle Tennessee hinterland, Louis Kyriakoudes explores the impetus for this migration and illuminates its effects on regional development. Kyriakoudes argues that increased rural-to-urban migration in the late nineteenth century grew out of older seasonal and circular migration patterns long employed by southern farm families. These mobility patterns grew more urban-oriented and more permanent as rural blacks and whites turned increasingly to urban migration in order to cope with rapid economic and social change. The urban economy was particularly welcoming to women, offering freedom from the male authority that dominated rural life. African Americans did not find the same freedoms, however, as whites found ways to harness the forces of modernization to deny them access to economic and social opportunity. By linking urbanization, economic and social change, and popular cultural institutions, Kyriakoudes lends insight into the development of an urban, white, working-class identity that reinforced racial divisions and laid the demographic and social foundations for today's modern, urban South.

The human T-cell leukemia virus types 1 and 2 (HTLV-1 and HTLV-2) were both discovered over three decades ago and infect millions people worldwide. HTLV-1 is associated with the adult T-cell leukemia/lymphoma (ATLL) in about 2% of individuals infected, and another 2 to 3% of individuals develop a neurologic disorder called HTLV-associated myelopathy (HAM). HTLV-2 causes HAM in approximately 1 to 2% of infected individuals, but does not cause ATLL. HTLV-1 and HTLV-2 have served as excellent models for the study of the epidemiology and pathogenesis of virus-associated cancers as well as autoimmune conditions such as multiple sclerosis. Recently, two new members--HTLV-3 and HTLV-4--have been discovered in bushmeat hunters from central Africa, which emphasizes the urgent need for continual surveillance for new human retroviruses and their capacity to cause disease. Important public health issues remain open issues to be addressed in spite of the basic epidemiology of HTLV-1 and HTLV-2 being reasonably well defined. Clinical research is needed in developing potential HTLV-1 and HTLV-2 vaccines, as well as development of treatment options for ATLL and HAM. This 'Recent Advances Issue' contains both reviews and updates on research that encompasses these areas.

This volume is a very interesting research project that includes the most careful work on constitutional power and limits to authority of which I am aware. In general, the contributors find that constitutional negotiations normally took place in settings where uncertainty was considerable. They also find that the more detailed the characterization of power relationships, the more liberal and durable the democracy tends to be. Roger D. Congleton This book addresses the issue of the impact of uncertainty in constitutional design. To what extent do constitution drafters and adopters make their decisions behind a veil of ignorance? More fundamentally, can we infer from constitutional texts the degree of uncertainty faced by constitution drafters and adopters? After an introduction (chapter 1), the book proceeds in two parts. The first part (chapters 2 to 4) introduces to the intellectual filiation of the project and to its theoretical and methodological foundations. The second part (chapters 5 to 13) presents nine case studies built on the same structure: historical account of the making of the Constitution, results of the content analysis of the constitutional text, and discussion of specific issues raised in the analysis. Chapter 14 concludes.
