Dit rapport, uitgevoerd in opdracht van Plan België, is bedoeld als bijdrage aan de internationale conferentie Basic Education for Change, die Plan België op 14 mei 2013 in Brussel organiseert in samenwerking met HIVA-KU Leuven, UNICEF België en VVOB. Het rapport onderzoekt de algemene trends in de steun die België de voorbije 25 jaar heeft geboden aan de onderwijssector in ontwikkelingslanden en gaat vervolgens na wat België heeft gedaan voor het basisonderwijs als belangrijke subsector. Deze analyse leidt tot een aantal aanbevelingen voor de toekomstige principes en modaliteiten en drie mogelijke scenario’s voor de Belgische hulp aan het basisonderwijs. Over the past 60 years high-income countries have invested over 4000 billion euros in development aid. With varying degrees of success, these investments in low-income countries contributed to tackling structural problems such as access to water, health care, and education. Today, however, international development cooperation is no longer restricted to helping by giving. Instead, it is rather about opportunities, mutual interests, risk taking, and an inclusive societal approach.
