Abstract

Amanda Kay McVety has written the first history of the international effort to eradicate rinderpest - a devastating cattle disease - which began in the 1940s and ended in 2011. Rinderpest is the only other disease besides smallpox to have been eradicated, but very few people in the United States know about it, because it did not infect humans and never broke out in North America. In other parts of the world, however, rinderpest was a serious economic and social burden and the struggle against it was a critical part of the effort to fight poverty and hunger globally. McVety follows the deployment of rinderpest vaccines around the globe, exploring the role of the environment in the understanding of development, internationalism, and national security. She expands the standard Cold War narratives to show how these concepts were framed not only by economic and political concerns, but also by biological ones.

ESB, fièvre aphteuse, grippes aviaire et porcine ? Ces dernières années, plusieurs épidémies – ou mieux plusieurs épizooties – ont frappé les animaux d'élevage. Pour beaucoup, les abattages de masse et les incinérations semblent scandaleux. À quelle logique obéissent les pouvoirs publics, et comment le législateur a-t-il pu en arriver là ? La réponse se trouve dans la douloureuse genèse de ces mesures, genèse dans laquelle une maladie a joué un rôle exclusif, la peste bovine. Cette contagion, pratiquement disparue aujourd'hui, fut LA maladie des bovins pendant des siècles. Elle est venue d'Asie à six reprises de 1712 à 1872 ravager le gros bétail d'Europe occidentale dont elle anéantissait chaque fois 80 à 90 %. Faut-il continuer à méconnaître les conséquences de telles hécatombes sur la vie des campagnes et sur l'approvisionnement des villes ? Les États, désemparés devant le fléau, durent prendre un parti. Face aux opinions publiques hostiles, aux difficultés financières, aux incertitudes du monde médical, leur attitude alla de la réglementation timorée aux plus brutales opérations de police menées par la troupe. Les modèles politiques eux-mêmes entrèrent en jeu. La France, supposée centralisatrice, et l'Angleterre, libérale, adoptèrent des attitudes inverses, tour à tour avantageuses et défavorables. À quels experts fallait-il se fier ? Aux médecins précurseurs partisans de la contagion dont ils déduisaient des précautions outrancières ? Ou aux tenants du dogme hippocratique, qui situaient l'origine du mal dans l'environnement et incitaient au pire laxisme ? Entre tentatives malheureuses et succès mitigés, les réglementations hésitèrent jusqu'à ce qu'on parvienne à un consensus scientifique. En évoquant le drame du monde rural confronté aux épizooties, François Vallat décrit la difficile élaboration de la police sanitaire animale, véritable naissance de la médecine vétérinaire moderne.

Abstract

Rinderpest and Peste des Petits Ruminants tells the story of how, by the year 2010, scientists are set to globally eradicate one of the great historic plagues that has ravaged human livestock for centuries. Descriptions of the disease in Europe date back to the 4th century and it was regularly re-introduced following wars and other civil unrest until late in the 19th century.
