Abstract

This book presents an in-depth and provoking analysis of the current global landscape and the challenges it presents for development. Offering a unique approach examining the implications of strategic uncertainty on strategies for development, it discusses contemporary challenges to the field, particularly those relating to crisis management. Positing that we live in an age of strategic uncertainty, the authors progress the notion that crisis responses require extensive and holistic strategic deliberation vis-à-vis economic and social considerations, short-term and long-term projections, as well as evaluations of domestic and international spheres of development. Tracing the infrastructure of globalization, the book acknowledges the need for medium-term strategies for each crisis but emphasizes that they must be intricately woven into a larger unitary vision, ultimately highlighting the critical role of strategic thinking in addressing complex challenges we face today. Paul Dobrescu, PhD, is professor at the National University of Political Studies and Public Administration in Bucharest. He published numerous books and articles dedicated to globalization and development issues, and coordinated the research activities of the institution. Recent publications include "The New Age of Development - The Geopolitical Assertion of Eurasia" (co-author F. Durach, Springer, 2022) and the edited volume Development in Turbulent Times. The third part of the book approaches the effects of novel technologies from the journalists' viewpoint: how do new technologies intervene in the audience-news media relationship through journalistic work? Abstract

This book examines the ways in which government-owned technologies (GovTechs) and technologies owned by civil society organisations (CivicTechs) can be integrated into policy processes to enhance interactions between citizens and governments, and ensure effective, efficient, and accountable public service delivery. It takes stock of current technological innovations, and assesses the ways in which they can be aligned with GovTechs and CivicTechs to improve African governments' capacities in public policy and governance processes. The first part of the book traces the emergence of digital technologies in public administration, and assesses their benefits and challenges, especially in the Global South. The following chapters present case studies from across Africa and various policy sectors to show how GovTechs and CivicTechs operate. They demonstrate how digital platforms can be used to protect data, enhance democracy, improve food systems, and reduce corruption. The book will appeal to all those interested in public policy, public administration, emerging technologies, and African politics. Gedion Onyango is Research Fellow at the Firoz Lalji Institute for Africa, London School of Economics and Political Science, UK. Geci Karuri-Sebina is Associate Professor at the School of Governance, University of Witwatersrand, South Africa.

Abstract

This book explores how social networking platforms such as Facebook, Twitter, and WhatsApp 'accidentally' enable and nurture the creation of digital afterlives, and, importantly, the effect this digital inheritance has on the bereaved. Debra J. Bassett offers a holistic exploration of this phenomenon and presents qualitative data from three groups of participants: service providers, digital creators, and digital inheritors. This interdisciplinary book will be of interest to sociologists, cyber psychologists, philosophers, death scholars, and grief counsellors. But Bassett's book can also be seen as a canary in the coal mine for the 'intentional' Digital Afterlife Industry (DAI) and their race to monetise the dead. This book provides an understanding of the profound effects uncontrollable timed posthumous messages and the creation of thanabots could have on the bereaved, and Bassett's conception of a Digital Do Not Reanimate (DDNR) order and a voluntary code of conduct couldprovide a useful addition to the DAI.
