Abstract

This book explores the processes through which particular places take shape in the imaginaries, perceptions and narratives of people who do not inhabit them, or who have inhabited them only recently. The ways in which we imagine the elsewhere are the product of stories collectively constructed and reproduced by a multiplicity of actors and through a variety of communicative tools and practices. These narratives shape our perceptions of others, the way we relate to them, and the politics that regulate cohabitation on Earth. In this book, the elsewhere becomes a device for exploring some of the ways in which human beings interact with each other, establish distinctions and alliances, trace borders, and enact change in the epoch of the Anthropocene. Through four phenomenologies of the elsewhere (Europe, Africa, the transnational space, climate change), the author reflects on the opportunity to decentralize one's own gaze, in time and space, in order to imagine other ways of worldmaking.

Abstract

Doppler radar systems have been instrumental to improve our understanding and monitoring capabilities of phenomena taking place in the low, middle, and upper atmosphere. Weather radars, wind profilers, and incoherent and coherent scatter radars implementing Doppler techniques are now used routinely both in research and operational applications by scientists and practitioners. This book brings together a collection of eighteen essays by international leading authors devoted to different applications of ground based Doppler radars. The purpose of the journal is to provide a means of exchange among those working in different disciplines on problems related to climatic variations. Abstract

This book is the first comprehensive assessment of the legal duties of states with regard to human induced climate change damage. By discussing the current state of climate science in the context of binding international law, it convincingly argues that compensation for such damage could indeed be recoverable. The author analyses legal duties requiring states to prevent climate change damage, and discusses to what extent a breach of these duties will give rise to state responsibility (international liability). The analysis includes the UN Framework Convention on Climate Change and the Kyoto Protocol, but also various nature/ biodiversity protection and law of the sea instruments, as well as the no-harm-rule as a key provision of customary international law. The challenge in applying the different aspects of the law on state responsibility, including causation and standard of proof, are discussed in three case studies, and the questions raised by multiple polluters explored in depth. Against this background, the author advocates an internationally negotiated solution to the issue of climate change damage.
