Comment lire Rousseau ? La réponse à une telle question exige que l'on passe outre à certaines pudeurs, en tout cas que l'on rompe certains silences qui arrangent assurément tout le monde mais qui font offense à la vérité. Rousseau lui-même tient à nous faire savoir qu'il se risque en terrain scabreux. Il forme, dit-il, une entreprise « qui n'eut jamais d'exemple ». Non qu'avant lui personne ne se soit raconté. Mais personne n'avait osé dévoiler cet irracontable que chacun pourtant héberge en soi, noyau de notre « je » en même temps que clé du « moi universel ». À cet égard, sa tentative entend instaurer un nouveau type de rapport humain, débarrassé de la pesanteur de la norme, exclusivement fondé sur la confession de la singularité. Confession surtout d'une solitude qu'il devient enfin possible d'assumer, dans la mesure où elle se révèle comme le seul point de rencontre authentique avec autrui.

Lorsque l'article Genève paraît dans l'Encyclopédie, Rousseau publie une Lettre à d'Alembert sur son article Genève, réponse foisonnante et virulente qui traite aussi bien du clergé, des mœurs, de l'honneur, des lois, que des spectacles ou des divertissements qui conviennent au peuple genevois. Pourquoi prend-il ces questions tellement à cœur ? En dépit de ses origines genevoises revendiquées, on ne lui a pas confié la rédaction de l'article. D'Alembert, en s'en chargeant personnellement, sait qu'il attise une polémique. Son Discours préliminaire de l'Encyclopédie visait déjà à réfuter le Discours sur les sciences et les arts. L'article sur Genève présente la cité calviniste comme un exemple de liberté politique et religieuse mais critique des restes d'obscurantisme que la lumière philosophique doit dissiper : il suggère des réformes, notamment la levée de l'interdiction d'un théâtre permanent. D'Alembert imagine ce qu'il nomme une « cité philosophe », où fleuriraient à la fois la liberté de la république et les raffinements culturels des grandes monarchies. Or ce projet résume tout ce que Rousseau, depuis le premier Discours, dénonce comme une illusion. Sa Lettre approfondit la démonstration : le théâtre comme école de l'hypocrisie, le bel esprit, la civilité telle qu'on la conçoit à Paris sont inconciliables avec les mœurs de véritables citoyens. Ses thèses sur les spectacles ne sont qu'un aspect de sa réflexion sur la modernité : à quelles conditions la république est-elle possible ? Comment lier adéquatement morale, esthétique et politique ? Les études réunies dans ce volume éclairent les enjeux et les logiques complexes d'un texte que son auteur, alors malade et croyant vivre ses derniers jours, a rédigé comme s'il devait s'agir de son testament philosophique.

Few would want to dispute that Jean-Jacques Rousseau was one of the most fascinating figures of the Enlightenment; a man whose interests ranged over a variety of subjects, from politics, to education, to music, to botany. He was also one of the most contradictory and controversial thinkers and exciting writers of his time; the writer of the first modern autobiography and author of the best-selling novel of his day. Emile was among his most celebrated works, a book he regarded as his crowning achievement. Its revolutionary ideas have influenced radical thinkers and made him famous with generations of educators right into the twentieth century. Rousseau made other contributions to education, but his more political works on the subject are usually ignored by commentators. There has been no shortage of books about him in recent years, including general introductory ones. But a comprehensive introductory book dealing with all the aspects of his thoughts about education and politics has long been overdue. This book is the first systematic scientific study of global quasi-legislation. Taking public opinion and multilateral agreements as the international equivalent to national election and passing laws on the national scale, and extending nation-state concepts to a global society, it analyzes citizens' preferences and the state's willingness to enter into 120 multilateral treaties. After identifying the links as a first step toward conceptualizing quasi-legislative global politics, the book examines how each of the 193 states manifests quasi-legislative behavior by factor-analyzing six instrumental variables such as treaty participation index and six policy domains of multilateral treaties, including peace and trade. It then discusses global change between 1989 and 2008, and conceptually and empirically examines the three theories of global politics that originated during that period: the theory of power transition, theory of civilizational clash and theory of global legislative politics. Lastly, it proposes a theory of global legislative politics. Shedding fresh light on the transformative nature of multilateral treaties, this book attracts researchers and students in political philosophy, international law and international relations as well as practitioners and journalists.
