Skills are frequently in the news and in the public eye in every country. Stories highlight concerns about education and literacy standards, grades, learning by rote, and university students being unprepared for work, as well as debates surrounding internships and apprenticeships, and social exclusion through skills policy. The recent financial crisis has forced education and training to take a back seat, and has caused an increase in youth unemployment. Skill and skilled work arewidely considered important for promoting both prosperity and social justice. But how do we define skill? Skills an

Several interdisciplinary studies highlight imperfect information as a possible explanation of skill mismatches, which in turn has implications for unemployment and informality rates. Despite information failures and their consequences, countries like Colombia (where informality and unemployment rates are high) lack a proper labour market information system to identify skill mismatches and employer skill requirements. One reason for this absence is the cost of collecting labour market data. Recently, the potential use of online job portals as a source of labour market information has gained the attention of researchers and policymakers, since these portals can provide quick and relatively low-cost data collection. As such, these portals could be of use for Colombia. However, debates continue about the efficacy of this use, particularly concerning the robustness of the collected data. This book implements a novel mixed-methods approach (such as web scraping, text mining, machine learning, etc.) to investigate to what extent a web-based model of skill mismatches can be developed for Colombia. The main contribution of this book is demonstrating that, with the proper techniques, job portals can be a robust source of labour market information. In doing so, it also contributes to current knowledge by developing a conceptual and methodological approach to identify skills, occupations, and skill mismatches using online job advertisements, which would otherwise be too complex to be collected and analysed via other means. By applying this novel methodology, this study provides new empirical data on the extent and nature of skill mismatches in Colombia for a considerable set of non-agricultural occupations in the urban and formal economy. Moreover, this information can be used as a complement to household surveys to monitor potential skill shortages. Thus, the findings are useful for policymakers, statisticians, and education and training providers, among others.

An interdisciplinary volume combining academic articles with thematic case studies and commentary by policy makers and practitioners, resulting in a combination of academic research and policy recommendations for timely societal impact. Medium-sized cities across Europe are increasingly and actively attracting skilled migrants. How can these cities best manage the challenges of internationalisation? That is to say: How can they attract, facilitate and integrate skilled migrants, enabling them to contribute to the regional culture and economy, while still serving their local populations and maintaining social cohesion? In this volume, we combine academic findings with policy reflections to provide a uniquely interdisciplinary guide for academics, policy makers and professionals in local governments, universities, HRM departments, for successfully co-ordinated international talent management. The market for high-skilled workers is becoming increasingly global, as are the markets for knowledge and ideas. While high-skilled immigrants in the United States represent a much smaller proportion of the workforce than they do in countries such as Australia, Canada, and the United Kingdom, these immigrants have an important role in spurring innovation and economic growth in all countries and filling shortages in the domestic labor supply. This report summarizes the proceedings of a Fall 2014 workshop that focused on how immigration policy can be used to attract and retain foreign talent. Participants compared policies on encouraging migration and retention of skilled workers, attracting qualified foreign students and retaining them post-graduation, and input by states or provinces in immigration policies to add flexibility in countries with regional employment differences, among other topics. They also discussed how immigration policies have changed over time in response to undesired labor market outcomes and whether there was sufficient data to measure those outcomes.

South Korea's triumphant development has catapulted the country's economy to the eleventh largest in the world. Large family-owned conglomerates, or chaebols, such as Samsung, Hyundai, and LG, have become globally preeminent manufacturing brands. Yet Korea's highly disciplined, technologically competent skilled workers who built these brands have become known only for their successful labor-union militancy, which in recent decades has been criticized as collective "selfishness" that has allowed them to prosper at the expense of other workers.0Hyung-A Kim tells the story of Korea's first generation of skilled workers in the heavy and chemical industries sector, following their dramatic transition from 1970s-era "industrial warriors" to labor-union militant "Goliat Warriors," and ultimately to a "labor aristocracy" with guaranteed job security, superior wages, and even job inheritance for their children. By contrast, millions of Korea's non-regular employees, especially young people, struggle in precarious and insecure employment.0This richly documented account demonstrates that industrial workers' most enduring goal has been their own economic advancement, not a wider socialist revolution, and shows how these individuals' paths embody the consequences of rapid development.

The 2008 global financial and economic crisis led to a significant increase in unemployment rates in most developed economies, yet despite the rising supply of labor, a high share of employers claim that they cannot find the right talent and skills. Concerns that economic restructuring and changing skill needs associated with new technologies and workplace organization practices will not be met by an adequately skilled workforce, has placed the issue of skill mismatch the incongruence between skill supply and skill demand high up in the policy agenda. This volume contains eleven original research articles which deal with the linkages between education and skills and the causes and consequences of different types of skill mismatch. Topics include the way graduate jobs can be defined, the labor market decisions and outcomes of graduates, the determinants of the overeducation wage penalty, the determinants and consequences of underskilling, the wage return of skills, the impact of skill mismatch on aggregate productivity, and the role of work-related training and job complexity on skill development.
