Abstract

The Journal of Public Affairs Education (JPAE) is dedicated to advancing teaching and learning in public affairs, which includes the fields of public policy analysis, public administration, and public management. Hosted by the Department of Public Administration at NC State University and the Department of Political Science at Augusta University, the quarterly journal features peer-reviewed scholarly articles on pedagogical, curricular, and accreditation issues pertaining to public affairs education, commentaries, symposia, and book reviews. JPAE is the official journal of the Network of Schools of Public Policy, Affairs, and Administration (NASPAA). The journal is dedicated to advancing the scholarship of public administration education. Public affairs is a field of practice, and as practitioners and scholars, we need to engage continually in discussions that seek to strengthen instruction. JPAE fulfills a vital role in our field by serving as the top research journal for this dialogue on pedagogy. Thus, the mission of the journal is to be a forum for scholarly discussions on teaching the public affairs programs.

Abstract

This report analyses the partnerships that governments form with citizens, users and CSOs in order to innovate and deliver improved public service outcomes. These approaches can offer creative policy responses that enable governments to provide better public services in times of fiscal constraints.  Although co production and citizens’ involvement are still in the developmental stage in many countries, early efforts appear to lead to cost reductions, better service quality and improved user satisfaction. This report identifies the risks of citizen and user involvement in service delivery, and the barriers that must be overcome to make these models work. Top-level political commitment, adequate public sector capacity, and aligned financial incentives are the key factors for success.  “Co-production is attracting increasing interest among scholars and practitioners alike. Abstract

In the context of major public sector reform efforts in many OECD countries, increasing attention is being focused on the people-side of the reform equation -- the human resource management policies and practices available to public sector managers to shape and direct the workforce to achieve new organisational goals. The experiences of OECD countries show, however, that improving individual policies and practices is only part of the reform equation. The key factor lies in integrating human resource management with the core business of the public service -- the outcome and output goals of individual departments and agencies -- and in doing so, ensuring that effective management of people is recognised as an indispensable ingredient for accomplishing the business of government. Using surveys and selected country case studies, this monograph identifies the factors driving human resource management reforms in the national public administrations of OECD countries. In offering the lessons drawn from these wide-ranging experiences to the attention of policy makers and practitioners, it identifies promising reform strategies for ensuring that human resource management policies evolve in ways consistent with broader public management reforms aimed at building more productive, performance-oriented and responsive public services.

Abstract

In an era of globalisation, decentralisation, and knowledge-based economies, governments are having to reshape public sector leadership to cope with new challenges. This environment requires new roles for public sector leaders including change agents, promoters of enhanced performance, co-ordinators of government policies, and keepers of public service values. Many governments of OECD Member countries are developing new public sector leadership models.
