KEY ISSUES Background: Activity is slowly recovering after a cumulative decline of about 5 percent during 2008–10. Expansionary fiscal policies—largely to counteract the impact of the global slowdown and the two successive natural disasters—led to a deterioration in fiscal balances, with public debt up by about 10½ percent of GDP over this period. The fiscal deficit, however, is expected to narrow this year, largely reflecting cuts in capital spending. In the financial sector, non performing loans remain above prudential guidelines; provisioning and profitability are low; and supervision remains weak. Policy Challenges: Further fiscal consolidation—including by rebalancing government expenditure toward growth and employment generating public sector projects—is required to ensure medium-term sustained growth as well as keep public sector debt on a downward trajectory. In this regard, improving the efficiency of revenue collection and reducing current spending—especially on the wage bill, which is high relative to revenues—will be crucial to allow the government to maneuver fiscal policy. Financial sector weaknesses also need to be addressed, including through strengthening of supervisory and regulatory standards, to promote effective financial intermediation that supports private sector growth. Structural reforms, including infrastructure enhancements and labor market reforms are critical to improve competitiveness and ensure medium-term growth and current account sustainability.

"This chapter discusses the function of blogs as tools enhancing citizen participation in political communication. Adopting the perspective of corpus-assisted critical discourse analysis, a set of blogs from the US presidential election campaign are analysed in order to determine the frequency of reference to the candidates, the parties, as well as the bloggers themselves. The analysis of pronoun choice, verbs and modality indicate that blogs enhance participation rhetoric. The data further indicate that citizen bloggers attach more importance to individual political figures than party bloggers do. The tendency to refer to the candidates rather than to their political affiliation may be explained as evidence that people not belonging to parties interpret politics as a struggle between different politicians and not between different ideologies. Since the language representation of the political scene in citizens' blogs shows distinct traces of the ongoing process of personalization of politics, the political blog can be considered as a 'tool of citizen empowerment'"--Provided by publisher

Raymond Sickinger's biography of Antoine Frédéric Ozanam is more than a chronological account of Ozanam's relatively brief but extraordinary life. It is also a comprehensive study of a man who touched many lives as a teacher, writer, and principal founder of the Society of St. Vincent de Paul. Ozanam's life encompassed a particularly turbulent time in French history, and he was a witness to two major political upheavals-the overthrow of the Bourbon dynasty that brought Louis Philippe to power in 1830, and the end of Louis Philippe's "Bourgeois Monarchy" as a result of the 1848 Revolutions. This book examines Ozanam's life in a number of ways. First, it explores the various roles he played throughout his life-son, sibling, student, member of and an inspiration for the Society of St. Vincent de Paul, spouse and father, scholar, and spokesperson for the common people. Second, it examines the lessons he learned in his life, including the importance of friendship, the meaning of solidarity, and the role and purpose of suffering, among many others that he shares with those who study his thought and work. It concludes with an account of Ozanam's enduring legacy. Antoine Frédéric Ozanam feared that he would not have a fruitful career, but his legacy remains a powerful testimony to his greatness. This book will interest scholars wishing to know more about Ozanam and the period in which he lived, as well as a wider audience, including those who are aware of or are members of the Society of St. Vincent de Paul.
