"At the Paris Peace Conference of 1919, the international community came together to find a way forward in the aftermath of the First World War. The conference is often judged a failure, as the resulting Treaty of Versailles did not bring long-term peace with Germany. By following the activities of British delegate and wartime Minister of Blockade Lord Robert Cecil, this book examines the struggles and successes of the conference, as delegates from around the world grappled with the economic, political and humanitarian catastrophes overwhelming Europe in 1919. After the Great War describes, for the first time, the significant role of economic warfare at the Peace Conference and in the post-war settlement. Lord Cecil's sometimes difficult partnership with US President Woodrow Wilson forged a new, permanent, international diplomatic organization - the League of Nations - and supplied it with the power to create collective blockades against aggressive states. Leaders of the Allied economic war before the Armistice became, in Paris, leaders of humanitarian-minded international outreach to their former enemies in Germany and Austria. After the Great War promotes a new understanding of these underappreciated internationalists in Paris, many of whom transitioned into leading the League of Nations even before the Peace Conference ended. When a devastated Belgium emerged from World War I, some of its leaders had high hopes that the upcoming negotiations would enable achievement of a long-cherished goal; annexing parts of the Netherlands lost in the final 1839 settlement which had established the country. Belgium’s strong historical and military arguments were bolstered by its courageous Great War image. Yet the Dutch proved ready and able to launch an energetic counterattack which ultimately stymied the Belgian campaign. This book explains why and how this happened, and demonstrates that small states are active participants in their own destinies, not just spectators or victims.

This work investigates the 'Janus face' of international relations, refracted through the prism of the duality of Jan Christian Smuts, as it manifested in his contribution to the League of Nations and his struggle against the emerging peace treaty. A predominant characteristic of international relations is its requirement to face two different ways at the same time - its Janus face. States profess their adherence to lofty ideals for humanity alongside the pursuit of their own immediate self-interest. This phenomenon in the behaviour of states has been referred to as the distance between vision and reality, and the gap between rhetoric and reality. International relations is, and is likely to remain, suspended between these two extremes: on the one hand, the pursuit of utopian ideals for the world, and, on the other, a defence of narrow self-interest, often prompted by the dictates of the realpolitik of the moment. How, then, are the values that underlie the founding of the first cornerstone of the current international order -- the League of Nations -- to be understood? An under-explored case study in understanding the complex framework of international relations is that of the visionary and controversial South African, Jan Christian Smuts (1870-1950). On the one hand, Smuts was one of the principal authors of the Covenant of the League of Nations, and the person directly responsible for the recognition of human rights as a founding value of the Charter of the United Nations. In the early hours of April 22, 1914, American President Woodrow Wilson sent Marines to seize the port of Veracruz in an attempt to alter the course of the Mexican Revolution. As a result, the United States seemed on the brink of war with Mexico. An international uproar ensued. The governments of Argentina, Brazil, and Chile offered to mediate a peaceful resolution to the crisis. Surprisingly, both the United States and Mexico accepted their offer and all parties agreed to meet at an international peace conference in Niagara Falls, Ontario.
For Canadians, the conference provided an unexpected spectacle on their doorstep, combining high diplomacy and low intrigue around the gardens and cataracts of Canada's most famous natural attraction. For the diplomats involved, it proved to be an ephemeral high point in the nascent pan-American movement. After it ended, the conference dropped out of historical memory.
This is the first full account of the Niagara Falls Peace Conference to be published in North America since 1914. The author carefully reconstructs what happened at Niagara Falls, examining its historical significance for Canada's relationship with the Americas. From this almost forgotten event he draws important lessons on the conduct of international mediation and the perils of middle-power diplomacy.
