May 2009 sees the 60th anniversary of the adoption of the Basic Law (Constitution) of the Federal Republic of Germany. To mark this occasion, the Foundation is publishing two keynote speeches which Theodor Heuss delivered before the Parliamentary Council. His opening speech on 9th September 1948 and his final speech on 8th May 1949 are key markers for his active commitment to the work of this constituent assembly. An essay by Prof. Jutta Limbach, former President of the Federal Constitutional Court, completes the volume.

Currently, parliament as a political institution does not enjoy the best reputation. This book aims to recover less known political resources of the parliamentary mode of proceeding. The parliamentary procedure relies on regulating debates in a fair way and on constructing opposed perspectives on the agenda items. The British House of Commons provides the closest historical approximation for the parliamentary ideal type of politics. This book deals with the formation and conceptual change in the Westminster procedure, based on the way they are interpreted in the tracts on procedure. The tracts illustrate the changing parliamentary self-understanding from the 1570s to the present and the growing political role of procedural disputes. The parliamentary style of politics, as discussed in the tracts, can be divided into two genres: the politics of agenda-setting and the politics of debate. The book analyses their formation and overall conceptual change as well as the procedural responses to the increasingly scarce parliamentary time from the period after the 1832 parliamentary reform. It insists that in spite of claims on urgency and on government's leadership the procedural resources of the House of Commons contribute to maintaining the debate-centred parliamentary style of politics. The book is of interest for anyone trying to gain an understanding of Parliamentary procedure, as it contemporises procedure as opposed to historical procedure, and it will be useful for those British scholars who are interested in the changing procedure of Westminster. Political Studies Review 05/2016 Palonen paints a very useful picture of the procedural evolution of Parliament, helping us to understand the roots of the procedural politics which Members of Parliament still play in the House today. The Meetings Handbook: Formal Rules and Informal Processes is a comprehensive manual to the rules and formal procedures of meetings, as well as a useful guide to understanding the informal processes that underlie their success. The handbook explains the formal issues of meeting processes, including the setting of agendas and the putting forward of formal motions, and canvasses informal aspects such as preparatory work and the reading of participants nonverbal messages. It also offers insight into how to chair meetings, as well as guidance on how to deal with those who seek to subvert the formal rules. A unique accompaniment to the more conventional legal books, which act as good formal guides, The Meetings Handbook also provides supplementary examples of constitutions, agendas, minutes and an ethical code. In order to make the material readily useable, the book is divided into sections that may act as stand-alone guides to specific meetings issues and strategies, thus making it the perfect tool for the busy professional.

With a foreword by the former Governor General Adrienne Clarkson, Parliamentary Democracy in Crisis brings together journalists, political scientists, and leading constitutional experts to analyze the crisis and to discuss the nature of Canada's democracy. The contributors bring perspectives from both French and English Canada and cover all aspects of the crisis, including the prorogation of Parliament, the role of the Governor General, the proposed Liberal-NDP coalition, the challenges of minority parliaments, and the now-evident rifts in the culture of Canadian democracy."--Pub. desc. "In November 2008, as the economic decline was being fully realized, Canada's newly-elected minority government, led by Conservative Stephen Harper, presented a highly divisive fiscal update in advance of a proposed budget. Unable to support the motion, the Liberal and New Democratic Parties, with the backing of the Bloc Quebecois, formed a coalition in order to seek a no-confidence vote and to form a new government. In response, Conservative cabinet ministers launched a media blitz, informing Canadians that the opposition was mounting a "coup d etat." Ultimately Governor General Michaëlle Jean allowed parliament to be prorogued, the coalition fell apart, and a budget was accepted by the House in January 2009. However, widespread public uncertainty and confusion about the principles of government evident during the crisis revealed a grave lack of understanding about the mechanics and legalities of parliamentary democracy on the part of Canadians.
