This volume explores the nexus of the world's most popular sport and diplomacy, as a tool of the nation-state-based diplomacy, as diplomacy of soccer as a non-state actor, and via the relationship between soccer and a variety of diplomatic actors in the subnational, national, and transnational context. Over the past century any number of states have sought to conduct diplomacy via soccer games, tournaments, and the sport's governance structures, including the international governing body FIFA itself. FIFA's tournaments, including its World Cup for men, youth players, or women, as well as regional tournaments provide numerous opportunities for diplomacy, from bidding for events to hosting them, and sending teams to tournaments to diplomatic reports about events, including how one's country represented the state.

Comment expliquer la popularité du football à l'échelle européenne ? Une des pistes pour répondre à cette question est d'étudier le rôle de l'Union des associations européennes de football (UEFA) qui n'a eu de cesse d'agir en vue de renforcer les échanges footballistiques au niveau européen. À partir du dépouillement d'archives inédites, ce livre répond à un vide historiographique en proposant de retracer la genèse et la formation de l'UEFA dans une perspective globale et qui privilégie le long terme. Nous défendons ici la thèse que la mise en place de cette organisation au milieu des années 1950 est un tournant dans l'histoire du football européen. Trois axes principaux complémentaires sont développés tout au long de cet ouvrage. Le premier traite du rôle de la FIFA (Fédération internationale de football association), puis de l'UEFA dans le développement d'une dynamique européenne du jeu. Le deuxième questionne la possibilité qu'ont les dirigeants du football de créer un organisme qui transcende les barrières de la Guerre froide (à sa fondation, l'UEFA compte une trentaine de pays européens). Finalement, le troisième interroge les raisons de la constitution de l'UEFA durant les années 1950 ainsi que le modèle d'organisation choisi par ses promoteurs.

This book analyses the levels of influence that the European Union (EU) has over sport governing bodies (SGBs). Contrasting with the US authorities' decisive action, the EU seemed largely absent from the 2015 FIFA corruption saga. Even though the EU has established itself as an actor in its own right in international sports governance, there is still a lack of clarity over its capabilities to control SGBs. By employing a triangular principal-agent model, and by focusing on the case of EU control of FIFA and UEFA, the author demonstrates that the EU holds significant opportunities to control SGBs through both law and policy. There are, however, important limits as well. EU institutional features complicate control, but do not render the EU powerless. Most importantly, though, SGBs can deploy a variety of strategies to mitigate control. In considering these strategies and their effects on the EU's influence, this book provides an informed analysis that will particularly appeal to students and scholars of the EU, sports organizations, and global governance.
