Abstract

In an era when many of us depend on debt to survive but struggle with its consequences, Financing Prosperity by Dealing with Debt draws together current thinking on how to solve debt crises and promote inclusive prosperity. By profiling existing action by credit unions and community organisations, alongside bold proposals for the future, with contributions from artists, activists and academics, the book shows how we can rethink the validity and inevitability of many contemporary forms of debt through organising debt audits, promoting debt cancellation and expanding member-owned co-operatives. The authors set out legal and political methods for changing the rules of the system to provide debt relief and reshape economies for more inclusive and sustainable flourishing. The book also profiles community-based actions that are changing the role of debt in economic, social and political life - among them, participatory art projects, radical advice networks and ways of financing feminist green transitions. While much of the research and activism documented here has taken place in London, the contributors show how different initiatives draw from and generate inspiration elsewhere, from debt audits across the global south, creative interventions around the UK and grassroots movements in North America. Financing Prosperity by Dealing with Debt moves beyond critique to present a wealth of concrete ways to tackle debt and forge the prosperous communities we want for the future.

"Non-Performing Loans, Non-Performing People tells the previously untold stories of those living with mortgage debt in times of precarity and explores how individualized indebtedness can unite resistance in the struggle toward housing justice. The book builds on several years of Melissa Garcia-Lamarca's engagement with activist research in Barcelona's housing movement, in particular with its most prominent collective, the Platform for Mortgage-Affected People (PAH). What Garcia-Lamarca learned from fellow activists and the movement in Barcelona pushed her to rethink how lived experiences of indebtedness connect to larger political- economic processes related to housing and debt. The book is also inspired by feminist scholars who integrate the lens of everyday life into explorations of contemporary political economy and by anthropologists who connect macroprocesses to lived experience. Distinctive in how it integrates a racialized, gendered, and decolonial perspective, Garcia-Lamarca's research of mortgaged lives in precarious times explores two principal phenomena: first, how financial speculation is experienced in the day-to-day and differentially embedded in the dynamics of (urban) capital accumulation, and second, how collective action can unleash the liberating possibility of indebtedness"--

Abstract

The surge in public debt during the recent pandemic crisis has made high debt a prominent policy issue. Italy is an interesting case study since it has experienced high levels of debt for a significant part of its history. This article revisits the history of Italian public debts in the inter-war period. Italy emerged from WWI with public debt that peaked around 160 percent of GDP. In the mid-1920s a significant reduction of public debt occurred, in concomitance with a regime of fiscal austerity and two restructuring agreements that wiped more than 80 percent of Italian foreign debts. By the early 1930s, the US reaction to the Great Depression that opposed any form of international cooperation, led to an Italian default on war debts in 1934 and a move toward autarky.
