Abstract

The publication of this outstanding book marks the beginning of the Brill book series Roma History and Culture. The core of the present volume is an until now unpublished manuscript by Shakir Pashov (1898-1981), a Bulgarian Roma activist whose name continues to be surrounded by rumours and myths. The volume includes the original manuscript of Shakir Pashov on the history of the Gypsies in Europe, followed by archival documents highlighting his life and work, and the text of the first booklet devoted to him, which was the first attempt to create a Roma historical narrative. There is also included an extended biography of Shakir Pashov as known by now. The book contributes to identifying and highlighting the numerous inputs Roma have had to shape their activism and popularise their historical knowledge. Pashov's manuscript is a prominent example of these efforts.

Abstract

This report begins identifying the central issues for determining the appropriate Army role in disaster relief. The study finds three potential options for an expanded Army role in civil emergency response: (1) continue to support the Federal Emergency Management Administration's (FEMA's) leadership of disaster response planning; (2) expand the Director of Military Support office to include formal state liaison offices; and (3) designate civil disaster support as a fifth pillar of national defense strategy and incorporate disaster-support missions into the Army's primary missions. The last two options expand the Army's current role and will require both internal changes and outside actions. While weighing these options and examining the issues surrounding them, the Army should take three steps to make its force ready to meet the current expectations of the American people in the event of a disaster at home: (1) transfer executive authority for military support from the Secretary of the Army to the Chairman of the Joint Chiefs; (2) support formal acceptance of civil disaster response as a mission for both active and reserve forces; and (3) review legal constraints on military participation in civil disaster relief.

Abstract

Urban Design Governance takes a deep dive into the governance of urban design around Europe. It examines interventions in the means and processes of designing the built environment as devised by public authorities and other stakeholders across the continent. In particular, the focus is on the use of soft powers and allied financial mechanisms to influence design quality in the public interest. In doing so, the book traces the scope, use and effectiveness of the range of informal (non-regulatory) urban design governance tools that governments, municipalities and others have at their disposal. Developed from the Urban Maestro project, a joint initiative of the United Nations Human Settlement programme (UN-Habitat), UCL and the Brussels Bouwmeester Maître Architecte (BMA), Urban Design Governance offers the first panorama of informal urban design governance tools from across Europe, and places the tools within a theoretical and analytical framework with the potential to be applied locally and internationally. Last, the book discusses and reveals the essential pre-requisites for the effective governance of urban design. Governments everywhere are increasingly seeing these sorts of tools as part of a necessary investment in delivering the high-quality built environments that their residents, businesses and investors demand. This book shows how.
