In Unfulfilled Union Garth Stevenson examines such topics as the origins and objectives of Confederation and the BNA Act of 1867, the interpretation of Canada's federal constitution by the courts, the impact of economic regionalism and Quebec nationalism, financial relations between the federal and provincial levels of government, the consequences of federalism for economic policy, the sources of federal-provincial conflicts and the means to resolve them, and the lengthy but inconclusive efforts to reform the constitution through federal-provincial agreement, particularly since Quebec's Quiet Revolution in the 1960s. Although institutional factors such as the defects of the original constitution and the sometimes questionable interpretations of the Judicial Committee of the Privy Council are given due attention, Stevenson emphasizes the political economy of Canada, including its relationship with the United States, and the vitality of Quebec nationalism as the major reasons Canada has not achieved the same level of centralization and stability as other federations in the industrialized world. Contemporary American Federalism traces the development of the federal system within the United States from 1789 to the present. In contrast to earlier works on American federalism, this book examines not only national-state relations, but also interstate relations and state-local relations, and does so while introducing and explaining how theories of federalism may be utilized to understand the system at its origins and as it operates today. Individual chapters explore the establishment of the federal system, the United States Constitution, congressional preemption of state regulatory authority, federalism and the judiciary, intergovernmental fiscal relations, interstate relations, state-local relations, and, finally, the growth of power centralization within the federal system.

In this unique and provocative contribution to the literatures of political science and social policy, ten leading experts question prevailing views that federalism always inhibits the growth of social solidarity. Their comparative study of the evolution of political institutions and welfare states in the six oldest federal states - Australia, Austria, Canada, Germany, Switzerland, the US - reveals that federalism can facilitate and impede social policy development. Development is contingent on several time-dependent factors, including degree of democratization, type of federalism, and the stage of welfare state development and early distribution of social policy responsibility. The reciprocal nature of the federalism-social policy relationship also becomes apparent: the authors identify a set of important bypass structures within federal systems that have resulted from welfare state growth. In an era of retrenchment and unravelling unitary states, this study suggests that federalism may actually protect the welfare state, and welfare states may enhance national integration.
