Abstract

Buildings should provide safe, comfortable, and healthy environments for people to live and work. They are an essential component of societies and economies, housing critical infrastructure necessary to keep governments and businesses in operation. At the same time, buildings are the first line of defense against natural hazards and climate impacts for the general population. The scope of this report is limited to regulatory frameworks in Sub-Saharan Africa countries, with a focus on buildings rather than on specialized construction types such as infrastructure for water, energy, transport, or communications. The report focuses on the technical aspects of the regulatory frameworks: market and financial solutions fall beyond its scope. Chapter 1 of the report describes the components, concepts, and desired outcomes of building regulatory frameworks. Chapter 2 explains the evolution of the building regulation environment in Sub-Saharan Africa and the region-specific hazards and risks that the regulatory environment must respond to. Chapter 3 presents data on the building regulatory environment for each country in the region. It covers all aspects of the building regulatory cycle: from the legally adopted building regulations that exist, to what they cover, to the implementation of regulations through compliance and enforcement mechanisms. Chapter 4 offers guidance on how to improve and update building regulatory frameworks. Chapter 5 contains region-specific conclusions and recommendations for strengthening building regulatory frameworks because of the analyses carried out in Chapters 3 and 4. Additionally, Appendix A summarizes key data for each country.

Abstract

Between 1970 and 2021, the number of people living in cities increased from 1.19 billion to 4.46 billion, while the Earth's surface temperature climbed by 1.19 degrees Celsius above its preindustrial levels. Because of the prosperity they helped generate, cities have been a major cause of this climate change. However, it is also in cities that many of the solutions to the climate crisis-- in terms of both adaptation and mitigation-- will be found, not least because by 2050, almost 70 percent of the world's population will call cities home. As such, cities are the key to arguably the greatest public policy challenge of our times. To take stock of how green, how resilient, and how inclusive cities globally are today, this publication defines a global typology of more than 10,000 cities. It finds that there is wide variation in how green, resilient, and inclusive cities are around the world. It asks how climate change impacts cities and, conversely, how cities affect climate. Vicious cycles in development could occur as cities become more vulnerable to extreme events and the challenges compound and cascade. Finally, this report provides a compass for policy makers on policies that can help cities not only survive but also thrive in the face of the perils of climate change. Policy makers can and must act now to chart a more sustainable trajectory.

Abstract

On the surface there is agreement, sustainable development refers to a broad set of issues, going beyond the relationship between the economy and the environment to encompass human and social concerns. Scratch the surface and you open a Pandora's box of differing notions of sustainability and means of achieving it. How can progress towards sustainable development be measured then? The major difficulty in developing indicators to track progress towards sustainable development is not the lack of data but rather the lack of frameworks to organise and synthesize existing information. This volume brings together a number of approaches to this question pursued in academia, national administrations and international organisations, as presented at an expert workshop held at the OECD headquarters in September 1999. These approaches include developments of the traditional national accounts system, construction of synthetic measures of sustainability such as "genuine savings", physical measures of material flows, and selections of indicators based on variants of the "pressure, state, response" model. This volume also reviews a number of initiatives undertaken within the OECD to monitor trends in the sustainability of specific sectors and sub-national areas.

Abstract

The Urban Green Growth in Dynamic Asia project explores how to promote green growth in cities in Asia, examining policies and governance practices that encourage environmental sustainability and competitiveness in a rapidly expanding economy. This synthesis report presents the results of case studies along with practical policy recommendations, reflecting the local contexts of Southeast Asia. While Southeast Asian cities are affected by a range of economic, infrastructure, environmental and social challenges, ongoing rapid development offers opportunities to shift towards greener growth models. The concept of urban green growth can be a powerful vector of sustainable development, by emphasising the existence and potential of co-benefits between economic and environmental performance.

Abstract

Urban Sustainability and Justice presents an innovative yet practical approach to incorporate equity and social justice into sustainable development in urban areas, in line with the commitments of the UN's Sustainable Development Goals and the New Urban Agenda. This work proposes a feminist reading of just sustainabilities' principles to reclaim sustainability as a progressive discourse which informs action on the ground. This work will help the committed activist (whether they are on the ground, working in a community, in a non-governmental organization (NGO), in a business, at a university, in any sphere in government) to connect their work to international efforts to deliver environmental justice in cities around the world.Drawing on a comparative, international analysis of sustainability initiatives in over 200 cities, Castán Broto and Westman find limited evidence of the implementation of just sustainabilities principles in practice, but they argue that there is considerable potential to develop a justice-oriented sustainability agenda. Highlighting current successes while also assessing prospects for the future, the authors show that just sustainabilities is not merely an aspirational discourse, but a frame of reference to support radical action on the ground.
