Abstract

Cet ouvrage rassemble les dernières statistiques, des études de cas et des rapports d’orientation sur les grandes tendances et l’évolution de l’enseignement post-secondaire transnational en Amérique du Nord, en Europe et dans la région Asie-Pacifique. Parmi les principaux thèmes couverts figurent : les initiatives prises pour promouvoir l’enseignement post-secondaire transnational ; les principales raisons invoquées aux niveaux individuel, institutionnel et national pour délivrer ou recevoir un enseignement transnational ; l'importance et la croissance de l'enseignement post-secondaire transnational en termes de mobilité des étudiants, de mobilité des programmes et de mobilité institutionnelle (campus délocalisés et investissements directs à l'étranger) ; l’évaluation de l’impact des négociations de l’Accord général sur le commerce des services (OMC) ; les défis que l'enseignement post-secondaire transfrontière et les systèmes nationaux d’enseignement post-secondaire doivent relever dans un contexte de mondialisation croissante (ex. : réglementation en matière d'assurance de qualité et de reconnaissance des qualifications, coûts et financement de l’enseignement transnational, équité de l’accès à l’enseignement supérieur transnational, accords sur le commerce des services d’éducation, renforcement des compétences dans les pays en développement, mobilité du personnel hautement qualifié et diversité culturelle).

Abstract

In the past decade, many countries have designed explicit internationalisation policies for their higher education systems, acknowledging the benefits of international exposure to prepare students for a globalising economy as well as the many opportunities of cross-border mobility for innovation, improvement and capacity development in higher education and in the economy. Cases of fraud and opportunistic behaviour have shown that these promises come with risks for students and other tertiary education stakeholders though. It is precisely to help all stakeholders to minimise these risks and strengthen the dynamics of openness, collaboration and transparency across countries that UNESCO and OECD jointly developed the Guidelines for Quality Provision in Cross-Border Higher Education. This book monitors the extent to which tertiary education stakeholders complied with the Guidelines in 2014. It will be of interest to policy makers, leaders of tertiary education institutions and quality assurance agencies, as well as to academics and other parties interested in higher education and its internationalisation.

Abstract

Topics covered include policy initiatives to promote cross-border post-secondary education; rationales for delivering or receiving cross-border education services; size and growth of cross-border post-secondary education in terms of student mobility, programme mobility, and institutional mobility (international branch campuses); assessment of the possible impact of the General Agreement on Trade in Services (WTO); and challenges facing cross-border post-secondary education such as quality assurance and recognition of qualifications, cost and financing, equity of access, trade agreements, capacity building in receiving countries, mobility personnel, and cultural diversity.
