Many more impact evaluations could be done, and at lower unit cost, if evaluators could avoid the need for baseline data using objective socio-economic surveys and rely instead on retrospective subjective questions on how outcomes have changed, asked post-intervention. But would the results be reliable? This paper tests a rapid-appraisal, "shoestring," method using subjective recall for welfare changes. The recall data were collected at the end of a full-scale evaluation of a large poor-area development program in China. Qualitative recalls of how living standards have changed are found to provide only weak and biased signals of the changes in consumption as measured from contemporaneous surveys. Importantly, the shoestring method was unable to correct for the selective placement of the program favoring poor villages. The results of this case study are not encouraging for future applications of the shoestring method, although similar tests are needed in other settings.

Now forty years old, the Endangered Species Act (ESA) remains a landmark act in conservation and one of the world's most comprehensive laws designed to prevent species extinctions and support recovery efforts for imperiled species. A controversial law and often subject to political attack, the ESA is successful overall but not without difficulties. Those who enforce the ESA, for example, struggle to achieve viable recovery goals for many species. At the forefront of challenges is a reactive framework that sometimes leads to perverse incentives and legal battles that strain support and resources. Further, few species have been delisted. Proactive Strategies for Protecting Species explores the perspectives, opportunities, and challenges around designing and implementing pre-listing programs and approaches to species conservation. This volume brings together conservation biologists, economists, private and government stakeholders, and others to create a legal, scientific, sociological, financial, and technological foundation for designing solutions that incentivize conservation action for hundreds of at-risk species-prior to their potential listing under the ESA. In this closely integrated collection of essays on colonialism in world history, Frederick Cooper raises crucial questions about concepts relevant to a wide range of issues in the social sciences and humanities, including identity, globalization, and modernity. Rather than portray the past two centuries as the inevitable movement from empire to nation-state, Cooper places nationalism within a much wider range of imperial and diasporic imaginations, of rulers and ruled alike, well into the twentieth century. He addresses both the insights and the blind spots of colonial studies in an effort to get beyond the tendency in the field to focus on a generic colonialism located sometime between 1492 and the 1960's and somewhere in the "West." In Trouble in the University , Mildred A. Schwartz analyzes how changes in U.S. higher education affecting the health care professions and in the relations between universities and the state have created conditions that can give rise to corruption. Explanations for how the connections between changing conditions and organizational structures can lead to illegal and unethical behavior are uncovered through the study of the University of Medicine and Dentistry of New Jersey. Because that University's experiences were not unique, they can be used to demonstrate how higher education has become vulnerable to corruption. Identification of the structural and cultural sources of corruption also suggests possible ways it could be avoided.

Videoland offers a comprehensive view of the "tangible phase" of consumer video, when Americans largely accessed movies as material commodities at video rental stores. Video stores served as a vital locus of movie culture from the early 1980's until the early 2000's, changing the way Americans socialized around movies and collectively made movies meaningful. When films became tangible as magnetic tapes and plastic discs, movie culture flowed out from the theater and the living room, entered the public retail space, and became conflated with shopping and salesmanship. In this process, video stores served as a crucial embodiment of movie culture's historical move toward increased flexibility, adaptability, and customization. In addition to charting the historical rise and fall of the rental industry, Herbert explores the architectural design of video stores, the social dynamics of retail encounters, the video distribution industry, the proliferation of video recommendation guides, and the often surprising persistence of the video store as an adaptable social space of consumer culture. From the Jaws of Victory: The Triumph and Tragedy of Cesar Chavez and the Farm Worker Movement is the most comprehensive history ever written on the meteoric rise and precipitous decline of the United Farm Workers, the most successful farm labor union in United States history. Based on little-known sources and one-of-a-kind oral histories with many veterans of the farm worker movement, this book revises much of what we know about the UFW. Matt Garcia's gripping account of the expansion of the union's grape boycott reveals how the boycott, which UFW leader Cesar Chavez initially resisted, became the defining feature of the movement and drove the growers to sign labor contracts in 1970. Garcia vividly relates how, as the union expanded and the boycott spread across the United States, Canada, and Europe, Chavez found it more difficult to organize workers and fend off rival unions. Ultimately, the union was a victim of its own success and Chavez's growing instability.From the Jaws of Victory delves deeply into Chavez's attitudes and beliefs, and how they changed over time. Garcia also presents in-depth studies of other leaders in the UFW, including Gilbert Padilla, Marshall Ganz, Dolores Huerta, and Jerry Cohen. He introduces figures such as the co-coordinator of the boycott, Jerry Brown; the undisputed leader of the international boycott, Elaine Elinson; and Harry Kubo, the Japanese American farmer who led a successful campaign against the UFW in the mid-1970s.

The political hypocrisy and personal horrors of one of the most repressive anti-abortion regimes in history came to the world's attention soon after the fall of Romanian dictator Nicolae Ceausescu. Photographs of orphans with vacant eyes, sad faces, and wasted bodies circled the globe, as did alarming maternal mortality statistics and heart-breaking details of a devastating infant AIDS epidemic. Gail Kligman's chilling ethnography-of the state and of the politics of reproduction-is the first in-depth examination of this extreme case of political intervention into the most intimate aspects of everyday life.Ceausescu's reproductive policies, among which the banning of abortion was central, affected the physical and emotional well-being not only of individual men, women, children, and families but also of society as a whole. Sexuality, intimacy, and fertility control were fraught with fear, which permeated daily life and took a heavy moral toll as lying and dissimulation transformed both individuals and the state.
