Abstract

Speeding is the number one road safety problem in a large number of OECD/ECMT countries. It is responsible for around one third of the current, unacceptably high levels of road fatalities. Speeding has an impact not only on accidents but also on the environment, energy consumption and quality of life, particularly for residents in urban areas. Reducing average speeds on the roads by only 5% will save around 20% of current fatalities. There is good experience available on how to quickly reduce the extent of speeding and thereby reduce current fatalities and injuries. Reduced speeding will also reduce the adverse environmental and social impacts associated with excessive speed, particularly in urban areas. Comprehensive measures are required which are best developed as part of a coordinated speed management policy package. What contributions can be made by infrastructure improvements, speed limits, signing and education, as well as by enforcement? Which are the most cost-effective elements of a speed management policy? What are the prospects for the use of new technologies which encourage drivers to choose appropriate speeds and assist in achieving greater compliance with speed limits? This Report, prepared by a Working Group of the Joint OECD/ECMT Transport Research Centre, addresses the key issues, highlights the improvements in policy and operations needed to reduce the extent of speeding. It outlines a framework for achieving the best possible safety outcomes while protecting the environment and supporting sustainable mobility. The report is compelling reading for all those interested in addressing the major speed-related problems that are widespread in OECD/ECMT member countries and will become increasingly important in developing countries as levels of motorisation increase.

Over the past decade, China has built 25,000 km of dedicated highspeed railway-more than the rest of the world combined. What can we learn from this remarkable experience? China's High-Speed Rail Development examines the Chinese experience to draw lessons for countries considering investing in high-speed rail.The report scrutinizes the planning and delivery mechanisms that enabled the rapid construction of the high-speed rail system. It highlights the role of long-term planning, consistent plan execution, and a joint venture structure that ensures active participation of provincial and local governments in project planning and financing.Traffic on China's high-speed trains has grown to 1.7 billion passengers a year. The study examines the characteristics of the markets for which high-speed rail is competitive in China. It discusses the pricing and service design considerations that go into making high-speed rail services competitive with other modes and factors such as good urban connectivity that make the service attractive to customers.One of the most remarkable aspects of the Chinese experience is the rapid pace of high-quality construction. The report looks at the role of strong capacity development within and cooperation among China Railway Corporation, rail manufacturers, universities, research institutions, laboratories, and engineering centers that allowed for rapid technological advancement and localization of technology. It describes the project delivery structures and incentives for delivering quality and timely results.Finally, the report analyzes the financial and economic sustainability of the investment in high-speed rail. It finds that a developing country can price high-speed rail services affordably and still achieve financial viability, but this requires very high passenger density. Economic viability similarly depends on high passenger density.

Comment réglementer les aéroports de façon à limiter leur pouvoir de marché ? Ce rapport part du principe que la question préalable à se poser est de savoir s’il est indiqué de réglementer. La réglementation étant imparfaite et coûteuse, les pouvoirs publics devraient chaque fois que c’est possible établir les conditions propices au développement de la concurrence entre aéroports en lieu et place d’une réglementation détaillée. Lorsque la réglementation économique se justifie, par exemple pour des aéroports très encombrés, le rapport examine les différentes approches réglementaires possibles pour déterminer celle qui est, en définitive, la plus adaptée. Il évalue aussi les stratégies de gestion des émissions de gaz à effet de serre. En intégrant l’aviation aux systèmes ouverts d’échange de droits d’émission, on pourrait réduire efficacement les émissions, mais on ne saurait en attendre des réductions importantes des émissions de CO2 dans le transport aérien proprement dit. Enfin, le rapport recense les conditions économiques dans lesquelles le train à grande vitesse peut devenir un substitut concurrentiel de l’avion. Cependant il conclut que le rail offre seulement des possibilités limitées en matière de réduction des ; émissions de gaz à effet de serre sur la partie correspondante du marché des transports.

The high-speed transport networks of the future are already in the planning stage, and all regions will want to be included. However, the magnitude of the investment required and the operating constraints will make it impossible to provide homogeneous service to all areas. Regional policies, whether accommodating or alternative in scope, will have to be adjusted accordingly. What problems will arise if the regions of Central and Eastern Europe, where investment requirements are considerable, are included? Round Table 94 addressed these issues from both a practical and analytical standpoint, gathering information and comparing the views of specialists and regional policy makers.

Abstract

How should airports be regulated to contain market power? This round table proceedings first examines whether they need to be regulated at all. It concludes that because regulation is inevitably imperfect and costly, policy makers should establish conditions for competition to emerge between airports in preference to comprehensive regulation, whenever possible. Economic regulation is sometimes necessary, such as when airports are heavily congested. The proceedings determines which approaches are likely to work best and also assesses strategies for managing greenhouse gas emissions.  It finds that although including aviation in an open emission trading scheme could help mitigate emissions efficiently across the economy, it should not be expected to produce major cuts in CO2-emissions in aviation itself. Finally the proceedings identifies the economic conditions under which high-speed rail can provide a competitive substitute for aviation, revealing the limited relevance of rail to reducing greenhouse gas emissions from this part of the transport market.
