Abstract

The OECD review of Gender Equality in Peru: Towards a Better Sharing of Paid and Unpaid Work is the second of a series focusing on Latin American and the Caribbean countries. It compares gender gaps in labour and educational outcomes in Peru with other countries. Particular attention is put on the uneven distribution of unpaid work, and the extra burden this places on women. It investigates how policies and programmes in Peru can make this distribution more equitable. The first part of the report reviews the evidence on gender gaps and on what causes these, including the role played by attitudes. The second part develops a comprehensive framework to address these challenges, presenting a broad range of options to reduce the unpaid work burden falling on women, and to increase women's labour income. The final part discusses the impact of the COVID-19 crisis and considers how the policy priorities of the government will have to change to address these. An earlier review in the same series has looked at gender equality policies in Chile (2021).

Abstract

This paper experimentally tests the effectiveness of two short edutainment campaigns (under 25 minutes) delivered through Facebook Messenger at reshaping gender norms and reducing social acceptability of violence against women in India. Participants were randomly assigned to watch video clips with implicit or explicit messaging formats (respectively a humorous fake reality television drama or a docuseries with clear calls to action). After one week, the intent-to-treat effects of the implicit format on knowledge, gender norms, and acceptability of violence against women oscillated between 0.16 and 0.21 standard deviations yet impacts diminished after four months. By contrast, the explicit format was more impactful in the short term in increasing willingness to share video clips with friends and promoting online information-seeking behaviors. In the medium term, individuals who were exposed to the docuseries were 91 percent (7.5 percentage points) more likely to add a frame against violence against women in their Facebook profile picture, a public display of their disapproval of this harmful practice. The general lack of heterogeneous effects across social status indicators suggests social media as a potential medium for reaching different online populations, including vulnerable ones.

Abstract

This report summarizes the main challenges that men- and women-led companies (also referred to as traders or trade firms) and customs brokers face in undertaking cross-border trade of merchandise goods in the Republic of Tajikistan. The report also provides recommendations to address these challenges. Global research has shown that the expansion of international trade is essential for poverty reduction, and it provides better job opportunities and increased returns, particularly for women working in export-oriented sectors. Oftentimes, however, women may face more or different challenges than men that prevent them from fully participating in trade. While globally there is a growing body of research on why women participate less in cross-border trade than men, there is still a lack of data and research that quantifies the exact nature of the trade facilitation challenges that women traders face at the firm level. Generally, trade facilitation measures are assumed to be nondiscriminatory in their design; however, implementing and delivering these measures may not necessarily impact all traders similarly. Studies by the World Bank, for example, found that men and women traders often face different trade facilitation challenges, including in areas such as access to information, usage of electronic payments, submission of electronic documents, pre-declaration of goods, consultations with the government, and participation in trade or industry- specific associations. This study in Tajikistan explored a range of topics, primarily within the scope of the World Trade Organization's Trade Facilitation Agreement (WTO TFA), including experiences with public consultations and enquiry points, clearance and release of goods, formalities connected with import and export and transit procedures, detentions of goods, appeal or review procedures, and publication and availability of information. Areas beyond the WTO TFA, such as the impact of the COVID-19 pandemic, Russia's invasion of Ukraine, transport, and safety and security issues at the borders, were also researched. Data collection for this report was done via phone survey interviews across Tajikistan and was complemented by qualitative research methods, such as focus group discussions, key informant interviews, and technical visits to select border crossings in the country. The work was built upon a similar methodology developed and used in other surveys by the World Bank Group. The data collected in the study and the resultant analysis contribute to the literature on trade and gender. Importantly, the report helps fill a significant knowledge gap in Tajikistan, where there is no robust country-representative research shedding light on gender-specific challenges faced by cross-border traders. This study adds to the increasingly important dialogue on addressing gender equality issues in trade policies. The study may be useful to the government of Tajikistan, development organizations, and others in ensuring that trade interventions can benefit all traders equally.

Des inégalités sociales et économiques persistent entre les genres dans les pays de l'OCDE. Les femmes jeunes atteignent souvent un niveau d'études supérieur à celui de leurs homologues masculins, mais restent sous-représentées dans les secteurs offrant les rémunérations les plus élevées. Les femmes consacrent plus de temps au travail non rémunéré, sont fortement pénalisées lorsqu'elles ont des enfants, se heurtent à des obstacles en matière d'entrepreneuriat, et ont globalement de moins bons résultats sur le marché du travail. Elles sont aussi sous-représentées en politique et aux postes de direction dans le secteur public. On retrouve ces caractéristiques dans de nombreux domaines d'action et secteurs économiques (du commerce international à l'aide au développement en passant par l'énergie et l'environnement) où les questions de genre sont peu prises en compte dans l'action publique. La violence à l'encontre des femmes, expression la plus abominable des inégalités entre les genres, reste un enjeu de portée mondiale. Cette publication analyse les évolutions et les mesures en faveur de l'égalité des genres, comme la prise en compte de la dimension du genre dans les politiques et les budgets, les réformes visant à accroître la participation des pères aux congés parentaux et à la garde des enfants, les initiatives en faveur de la transparence salariale pour lutter contre les inégalités de rémunération entre les genres, ou les systèmes de lutte contre les violences basées sur le genre. Elle vise à élargir la vision de l'égalité entre les genres, afin d'inclure l'investissement direct étranger, l'énergie nucléaire et les transports. Faire progresser l'égalité entre les genres n'est pas seulement un impératif moral : en cette période marquée par un vieillissement démographique rapide, des taux de fécondité en berne et des crises qui se multiplient, les actions dans ce domaine contribueront à favoriser une croissance économique et une cohésion sociale plus respectueuses de l'égalité des genres à l'avenir. Il s'agit d'une version abrégée de la publication d'origine, composée du résumé et du chapitre 1 intitulé Mettre l'égalité des genres au cœur de toutes les politiques publiques, qui est le chapitre de synthèse.

The paper, which serves as a gender background paper for the 2021 Malawi Poverty Assessment, is structured as follows. It first presents the data and empirical strategy. Chapter two presents poverty data and discusses the intersection of poverty and gender. Poverty by household composition is essential for understanding gendered differences in poverty. From there, chapter three explores gender disparities in economic opportunities, following the analytical framework cited earlier. The authors will then move to potential drivers of economic outcomes: endowments (chapter four) and agency (chapter five). The last section offers conclusions.

Abstract

This paper studies the effects of policies aimed at mitigating discrimination against women in the marketplace on the gender wage gap, decisions to invest in skills, the composition of employment and unemployment, and long-run growth. The analysis uses a gender-based overlapping generations model with labor market rigidities. Gender bias in the workplace varies inversely with the presence of skilled women (as agents of change) in the labor market and has a direct impact on their bargaining power in the family. The model is calibrated for Morocco. Experiments show that although the benefits of policies aimed at mitigating gender bias in the workplace can promote growth and be significantly magnified through a stronger presence of skilled women in the labor market, a trade-off may emerge with respect to female unemployment when anti-discrimination policies are combined with policies aimed at subsidizing women's training. To internalize this trade-off, anti-discrimination policies in the marketplace may need to be complemented by measures aimed at reducing labor costs and raising productivity.
