Les percées scientifiques les plus spectaculaires des sciences sociales sont celles qui ont réussi à déplacer les frontières du rationnel : à démontrer que la croyance ou le comportement qu'un regard superficiel juge spontanément irrationnel s'explique comme l'effet de raisons subjectivement fortes et objectivement fondées. Ce déplacement de l'irrationnel au rationnel est indispensable si l'on veut expliquer les changements dans les croyances, les normes, les valeurs et les institutions qu'on observe dans les sociétés contemporaines

This report analyses the partnerships that governments form with citizens, users and CSOs in order to innovate and deliver improved public service outcomes. These approaches can offer creative policy responses that enable governments to provide better public services in times of fiscal constraints. Although co production and citizens’ involvement are still in the developmental stage in many countries, early efforts appear to lead to cost reductions, better service quality and improved user satisfaction. This report identifies the risks of citizen and user involvement in service delivery, and the barriers that must be overcome to make these models work. Top-level political commitment, adequate public sector capacity, and aligned financial incentives are the key factors for success. “Co-production is attracting increasing interest among scholars and practitioners alike. Et si nous nous trompions d'ennemi ? Et si le capitalisme et le libéralisme n'étaient pas du tout la même chose ? Et si le moyen le plus efficace pour sortir de la domination capitaliste était de se réapproprier le libéralisme ? Nous sommes persuadés de vivre la victoire du libéralisme. Pourtant, le capitalisme qui nous gouverne est profondément antilibéral. Il suffit de comparer les grands principes dont se réclame l'économie et les règles financières que nous appliquons au quotidien pour voir apparaître des contradictions flagrantes : le travail est la principale source de richesse pour les théoriciens du libéralisme, mais la "masse salariale" n'a tout simplement pas de valeur dans les comptes de nos entreprises ; le marché fonctionne sur le mode de la concentration et de la contrainte alors que la concurrence devrait justement garantir l'absence de position dominante. Quant à l'État, qui est censé corriger les inégalités les plus criantes causées par le système, il ne fait souvent qu'en amplifier les effets. Ce livre dénonce la confusion entretenue dans le débat public entre les termes de "libéralisme" et de "capitalisme" et montre en quoi ces deux systèmes s'opposent radicalement. Si nous ne voyons pas clairement cette différence, c'est que nous vivons l'économie sur le mode de l'idéologie, comme un ensemble de dogmes face auxquels nous serions impuissants. Or il est possible de définir autrement l'entreprise et la place que le travail y occupe ; les politiques publiques peuvent être orientées différemment et promouvoir de nouvelles règles ; la croissance du PIB n'est pas la seule échelle pertinente pour mesurer le succès en économie. Un essai qui démonte avec brio nos idées reçues et qui ouvre des perspectives stimulantes.

Théorie des climats, doctrine de la séparation des pouvoirs... ces grands thèmes masquent l'importance des développements consacrés par l'Esprit des lois au domaine de l'économie politique. Au cours du XVIIIè siècle s'affirme une appréhension nouvelle de la dimension économique des sociétés à laquelle Montesquieu contribue de façon originale ; la science sociale qu'il constitue inclut l'analyse du mouvement des richesses. Toutefois la prise en compte de l'importance de la réalité économique, l'observation des transformations sociales ne vont pas sans provoquer de fortes tensions au sein de l'Esprit des lois : si l'essor du commerce pacifie les relations entre nations, l'extension de l'esprit mercantile ruine les valeurs nobiliaires chères à Montesquieu, le rôle croissant des richesses vient mettre en cause la place de la noblesse et la stabilité de l'ordre monarchique. Suprématie du politique ou dominance de l'économie, le problème qui se dessine alors reste le nôtre.
