Following the 2008 OECD review of education policies in the Dominican Republic, the examining team was tasked to assess the condition of higher education in the Dominican Republic, to evaluate policies for higher education and research, and to identify future policy options to help meet the nation’s needs. Against the background report prepared by the Dominican authorities and information supplied in meetings in the course of site visits, this OECD report provides an analysis of the higher education sector within the economic, social and political context of the Dominican Republic. It looks into access, quality and relevance, the effectiveness and governance of the system, its financing as well as its research and innovation capacity. The report concludes with a list of pragmatic recommendations for policy action.

Interrelations between Public Policies, Migration and Development in the Dominican Republic is the result of a project carried out by the Centro de Investigaciones y Estudios Sociales (CIES) in the Dominican Republic and the OECD Development Centre, in collaboration with the Ministerio de Economía, Planificación y Desarollo (MEPD) and with support from the European Union. The project aimed to provide policy makers with evidence on the way migration influences specific sectors – the labour market, agriculture, education, investment and financial services and social protection and health – and, in turn, how sectoral policies affect migration. The report addresses four dimensions of the migration cycle that have become an important part of the country's social and economic contexts: emigration, remittances, return and immigration. The results of the empirical work confirm that even though migration contributes to development in the Dominican Republic, the potential of migration is not fully exploited. One explanation is that many policy makers in the Dominican Republic do not sufficiently take migration into account in their respective policy areas. The Dominican Republic therefore needs to adopt a more coherent policy agenda to do more to integrate migration into development strategies, improve co-ordination mechanisms and strengthen international co-operation. This would enhance the contribution of migration to development in the country.

In The Devil behind the Mirror, Steven Gregory provides a compelling and intimate account of the impact that transnational processes associated with globalization are having on the lives and livelihoods of people in the Dominican Republic. Grounded in ethnographic fieldwork conducted in the adjacent towns of Boca Chica and Andrés, Gregory's study deftly demonstrates how transnational flows of capital, culture, and people are mediated by contextually specific power relations, politics, and history. He explores such topics as the informal economy, the making of a telenova, sex tourism, and racism and discrimination against Haitians, who occupy the lowest rung on the Dominican economic ladder. Innovative, beautifully written, and now updated with a new preface, The Devil behind the Mirror masterfully situates the analysis of global economic change in everyday lives.
