Abstract

Comment réglementer les aéroports de façon à limiter leur pouvoir de marché ? Ce rapport part du principe que la question préalable à se poser est de savoir s’il est indiqué de réglementer. La réglementation étant imparfaite et coûteuse, les pouvoirs publics devraient chaque fois que c’est possible établir les conditions propices au développement de la concurrence entre aéroports en lieu et place d’une réglementation détaillée. Lorsque la réglementation économique se justifie, par exemple pour des aéroports très encombrés, le rapport examine les différentes approches réglementaires possibles pour déterminer celle qui est, en définitive, la plus adaptée. Il évalue aussi les stratégies de gestion des émissions de gaz à effet de serre. En intégrant l’aviation aux systèmes ouverts d’échange de droits d’émission, on pourrait réduire efficacement les émissions, mais on ne saurait en attendre des réductions importantes des émissions de CO2 dans le transport aérien proprement dit. Enfin, le rapport recense les conditions économiques dans lesquelles le train à grande vitesse peut devenir un substitut concurrentiel de l’avion. Cependant il conclut que le rail offre seulement des possibilités limitées en matière de réduction des ; émissions de gaz à effet de serre sur la partie correspondante du marché des transports.

Abstract

The high-speed transport networks of the future are already in the planning stage, and all regions will want to be included. However, the magnitude of the investment required and the operating constraints will make it impossible to provide homogeneous service to all areas. Regional policies, whether accommodating or alternative in scope, will have to be adjusted accordingly. What problems will arise if the regions of Central and Eastern Europe, where investment requirements are considerable, are included? Round Table 94 addressed these issues from both a practical and analytical standpoint, gathering information and comparing the views of specialists and regional policy makers.

Abstract

Experience has shown that there is a very close relationship between the geographical distribution of activities and the location of transport infrastructures, a relationship that is becoming evident again today as high-speed railway lines are built or enter the planning stage. This report seeks to determine what influence these lines will have on the regions served, particularly in the light of experience with the TGV Sud-Est in France.

Abstract

How should airports be regulated to contain market power? This round table proceedings first examines whether they need to be regulated at all. It concludes that because regulation is inevitably imperfect and costly, policy makers should establish conditions for competition to emerge between airports in preference to comprehensive regulation, whenever possible. Economic regulation is sometimes necessary, such as when airports are heavily congested. The proceedings determines which approaches are likely to work best and also assesses strategies for managing greenhouse gas emissions.  It finds that although including aviation in an open emission trading scheme could help mitigate emissions efficiently across the economy, it should not be expected to produce major cuts in CO2-emissions in aviation itself. Finally the proceedings identifies the economic conditions under which high-speed rail can provide a competitive substitute for aviation, revealing the limited relevance of rail to reducing greenhouse gas emissions from this part of the transport market.

Abstract

Based on the historical record, rail transportation in the United States is an extremely safe mode of transportation. However, distraction of a railroad employee who is entrusted with safety related duties has the potential, which has been realized in several accidents described below, to compromise performance and endanger the employee, coworkers, or members of the public. Accordingly, the Rail Safety Improvement Act of 2008 (RSIA) required the Federal Railroad Administration (FRA) to conduct a study and prepare a report addressing this issue. FRA is responding to this mandate in two phases. This book addresses the information available concerning the effects of distraction on railroad operating employees, including train crews and other operating personnel, engaged both in the locomotive cab and on the ground during switching operations.
