Rail transport generally has the advantage for large-volume long-haul freight operations. The literature generally shows that shipping distance, costs, and reliability are among the most important determinants of people's modal choice among road, rail, air, and coastal shipping transport. However, there is little evidence in Africa, although the region historically possesses significant rail assets. Currently, Africa's rail transport faces intense competition against truck transportation. With firm-level data, this paper examines shippers' modal choice in Tanzania. The traditional multinomial logit and McFadden's choice models were estimated. The paper shows that rail prices and shipping distance and volume are important determinants of firms' mode choice. The analysis also finds that the firms' modal choice depends on the type of transactions. Rail transport is more often used for international trading purposes. Exporters and importers are key customers for restoring rail freight operations. Rail operating speed does not seem to have an unambiguous effect on firms' modal selection.

Cependant, à une période marquée par les trains à grande vitesse, la congestion de la circulation et les préoccupations environnementales, les mérites de la privatisation ne font pas l’unanimité. Cette Table ronde clarifie ces enjeux, analyse un certain nombre d’exemples et définit les obstacles potentiels à la privatisation des chemins de fer. Elle montre les difficultés inhérentes à de tels projets et examine les moyens pour les mettre en œuvre.

Facing the collapse of their business and stiff competition from road transport, Eastern European railways are in a critical financial situation. Railway restructuring is a must, but where circumstances in each country are so different there can be no “one size fits all” solution. Nevertheless, some guidelines for restructuring are emerging. The strategies to be implemented will involve both governments and the railway companies themselves. Separating infrastructure from operations, for instance, could be a good model provided infrastructure usage is priced efficiently. Concessions should be granted for local and regional passenger services. Freight transport issues have to be addressed at a European level - and open access should be the fundamental rule along with encouraging new market entrants. Privatising the railways is probably not a prerequisite; their independence, however, is essential. Their management should be exactly the same as that of any other commercial company on the market and they should have appropriate management tools. Railways should focus their investment on new technologies and automation, difficult problems with reducing overstaffing can be resolved only with government co-operation. Based on a review of the strengths and weaknesses of the railways in the Countries of Central and Eastern Europe and in the Commonwealth of Independent States, this Round Table comes to a series of inescapable conclusions for anyone wishing to address these issues.

Now that railway infrastructure and train operations have been separated in Europe -- at least for accounting purposes -- user charges for infrastructure are progressively being introduced to cover the costs of running trains. However, because of the lack of experience in this field, it is difficult to set the amount and choose the most appropriate form for these charges. There are in fact major differences between countries, and the objectives are many and sometimes conflicting. Given this situation, the Round Table sought to highlight, through its introductory reports and discussions, some essential economic principles that can help to shed light on what a rational system of user charges for railway infrastructure might be and thereby make it possible to address a crucial aspect of railway reform in Europe. Special attention is paid to the German, French, British and Swedish experience.

Competitive tendering provides a way to introduce competition to railways whilst preserving an integrated network of services. It has been used for freight railways in some countries but is particularly attractive for passenger networks when subsidised services make competition between trains serving the same routes difficult or impossible to organise. This report examines experience to date from around the world in competitively tendering rail services. It seeks to draw lessons for effective design of concessions and regulation from both the successful and less successful cases examined. The work is based on detailed examinations by leading experts of the experience of passenger rail concessions in the United Kingdom, Australia, Germany, Sweden and the Netherlands. It also draws on examples of freight rail concessions in Latin America.

L’adjudication par appels d’offres est un moyen d’ouvrir le marché des transports ferroviaires à la concurrence tout en conservant un réseau intégré de services. Cette pratique a été utilisée pour les transports ferroviaires de marchandises dans certains pays. Mais elle est surtout intéressante pour les réseaux de transport de passagers lorsque des services subventionnés rendent difficile, voire impossible, l’instauration d’une concurrence entre des trains assurant les mêmes trajets. Ce rapport passe en revue les expériences d’adjudication par appels d’offres des services ferroviaires mises en œuvre à ce jour de par le monde. Il cherche à tirer des enseignements susceptibles d’améliorer la conception des concessions et de la réglementation, à partir d’exemples de réussite ou de cas moins probants. Les travaux reposent sur des examens approfondis - menés par d’éminents experts - des expériences de concessions de transports ferroviaires de voyageurs au Royaume-Uni, en Australie, en Allemagne, en Suède et aux Pays-Bas.
