Abstract

"It is well-established that bringing more women into the formal labor force is critical for economic development. One strategy often cited is further integrating developing countries into global trade, particularly global value chains (GVCs), to contribute to female labor market outcomes through the expansion of female-intensive industries. As a result, a big question frequently debated, is whether the apparel industry - which is the most female-intensive and globally engaged manufacturing industry - can be a key player in this regard. In recent decades, the apparel industry has shifted its production to low-wage developing countries, increasing the demand for women, closing male-female wage gaps, and bringing women into the formal labor force. Indeed, the benefits of apparel exports have reached the female population, but is an apparel-led export strategy sufficient to induce the transition from jobs to careers? This Report provides an answer by focusing on seven countries where the apparel industry plays an important role in its export basket - Bangladesh, Cambodia, Egypt, Pakistan, Sri Lanka, Turkey, and Vietnam. The Report's key finding is that countries should take advantage of the apparel industry as a launching platform to overcome the fixed costs of introducing more women into the labor market. However, for this approach to work, there needs to be complementary policies that tackle the barriers that hinder women in their pursuit of long-term participation in the labor force and better-paid occupations. A hope is to shift the paradigm of how we think of women's participation in the labor force by demonstrating the importance of the distinction between jobs and careers. Although aspirations towards careers are achieved in different ways, understanding how progress is being made in each country towards a more equitable life between men and women will pave the way for a better route forward."--Publisher description.

Abstract

"This report identifies effective strategies to tackle skills imbalances in France. It provides an assessment of practices and policies in the following areas: the collection and use of information on skill needs to foster a better alignment of skills acquisitions with labour market needs; policies stimulating skills demand and skills use; policies related to general and professional education and training; policies to help the unemployed develop the right skills and better match them to jobs; career guidance initiatives; and policies facilitating the entry of migrants with skills that are in demand. The assessment is based on country visits, desk research and data analysis conducted by the OECD secretariat."--Back cover.

Abstract

This paper presents the Technical Assistance report National Accounts Mission in Botswana. As a result of recommendations made during the previous mission, Statistics Botswana (SB) have revised the release date for the rebase of national accounts estimates from March 2020 to December 2020 and updated the workplan accordingly. SB has made progress in finalizing the statistical frame and associated weights to compile gross value added (GVA) estimates for industries in the economic survey and estimates of GVA for the other industries. Once the business frame is determined, SB will have to reconcile the establishments that responded to the economic census ensuring that there is good coverage of industries as well as size of establishments. The previous mission strongly recommended that the release date for the rebased estimates be revised given the workload in rebasing the national accounts. The two temporary staff that have been with the national accounts for approximately 18 months as reported by the previous mission have been extended for a further two years. This is very positive news as they demonstrated a good understanding of the national accounts and a willingness to build their capacity.

Abstract

Examines the trends, determinants, and impacts of migration of high-skilled workers within the European Union in the past two decades. High-skilled migration, whether internal or international, is largely a symptom rather than a cause of the gaps in labor market and educational opportunities, productivity, welfare, and the quality of institutions across the regions. Free movement within the European Union is an incentive for workers and firms to take advantage of these gaps by moving from low- to high-productivity sectors and regions. This process, however, results in winners and losers depending on the extent of the complementarity and substitutability between migrants and natives and on the capacity of the sending regions to realize benefi ts from return or circular migration and other knowledge spillovers. This study assesses the economic benefits and the costs of skilled migration in the short and long runs, emphasizing the potential implications of a large outflow of highly qualified workers on the economies of the originating regions. This book uses empirical analysis to present recommendations for labor market and education policies and identify effective ways to address the various costs that migration induces among different skill groups within regions that send migrants and those that receive migrants. These methods must also improve cross-country coordination to more effectively unlock the overall benefits of migration.

Abstract

Now moving into its twelfth year, the conflict in Syria has inflicted a devastating impact on the inhabitants and the economy. Beyond the immediate impact of the conflict, the economy suffers from the compounding effects of the pandemic, adverse weather events, regional fragility, and macroeconomic instability. Economic conditions in Syria are projected to continue to be mired by prolonged armed conflict, turmoil in Lebanon and Turkey, COVID-19, and the war in Ukraine. The conflict in Syria has substantially impacted human lives and dramatically affected the demographic structure of its population. This demographic impact coupled with deteriorating economic conditions have important implications for the labor market, with potential long-lasting repercussions on Syria.

Abstract

"Until recently, there has been no systematic empirical assessment of the economic impact of the brain drain. Despite many case studies and anecdotal evidence, the main reason for this seems to be the lack of harmonized international data on migration by country of origin and education level. An exception is the paper by Carrington and Detragiache (1998), which provided skilled migration rates for 61 developing countries in 1990. This study relies on a set of tentative assumptions. For example, they transpose the skill structure of U.S. immigrants on the OECD total immigration stock. In this paper, Docquier and Marfouk provide new estimates of skilled workers' emigration rates for about 190 countries in 2000 and 170 countries in 1990, in both developing and industrial countries. Using various statistical sources, they revisit Carrington and Detragiache's measures by incorporating information on immigrants' educational attainment and country of origin from almost all OECD countries. The set of receiving countries is restricted to OECD nations. The authors' database covers 92.7 percent of the OECD immigration stock. In absolute terms, the authors show that the largest numbers of highly educated migrants are from Europe, Southern and Eastern Asia, and, to a lesser extent, from Central America. Nevertheless, as a proportion of the potential educated labor force, the highest brain drain rates are observed in the Caribbean, Central America, and Western and Eastern Africa. Repeating the exercise for 1990 and 2000 allows the authors to evaluate the changes in brain drain intensity. Western Africa, Eastern Africa, and Central America experienced a remarkable increase in the brain drain during the past decade. The database delivers information that is rich enough to assess the changes in the international distribution of migration rates, to test for the (push and pull) determinants per skill group, to evaluate the growth effects of migration on source and destination countries, and to estimate the relationships between migration, trade, foreign research and development, and remittances. This paper a product of the Trade Team, Development Research Group is part of a larger effort in the group to measure the extent of the brain drain as part of the International Migration and Development Program"--World Bank web site.
